I've seen Equipment Bureau sales to non-MOS: DA's office, United Nations, Fire Marshalls, Sanitation police, City Marshall, Department Surgeons (!), and a few others. Oddly I have copies of sales ledgers from the 1920's where it has pistol permit coupons stuck in the book, indicating sale to someone who needed a pistol permit and thus was presumably not on the job.
