I use HP38/W231 for 38 special as well and have been through these same inconsistencies. I was loading at 3.5 grains for an RCBS 358-150 SWC bullet and this last session of a 1,000 rounds I bumped up to 3.8 which seem to give me very consistent results and no noticeable recoil increase. YMMV
