The best way to do it is :
1. Swage the pocket on a press this moves the crimp away.
2. Use a crimp removing tool that cuts away what the swage doesn't get ... there is some spring back when a swage is used .
3. Finish the pocket with a Primer Pocket Uniforming Tool , this cuts all pockets to the same diameter and depth .

The truth is ...if you do all 3 steps you can save and reload brass Military cases . I don't know about any steel cases... my method works on brass and I've done thousands .
We could buy linked 30-06 belts of machine gun ammo , every 5th round was a tracer , back in the 1960's ... WWII Army Surplus ... lots of rounds on those belts that were 9 yards long ...getting them un-linked was fun ! I still have 30-06 brass after 50+ years of shooting .
