Mass gun law question for out of state

Ok, 2 questions really. First off I've got my ltc in CT and my brother in law has his ltc in Mass. The questions:
If he takes possession of my pistols, can he take them to the range for me?
My M&P has a 17rd mag which is a no-no in Mass, but he has class A license which covers hi-cap mags, so would that be an issue?

For the first question, I don't see why not as long as he has his MA LTC. Of course the question comes up as to whether or not the guns are on the EOPS roster of MA compliant guns. However, I don't think that affects possession, it's just a restraint against dealers selling guns not on the roster.

For the second question, NO. A hi cap LTC only covers magazines made before a date in 1994. I don't remember what the exact date is, but in this case it doesn't matter because the M&P wasn't introduced until years later.

Keep in mind that I am not a lawyer, but this is my understanding of the law in MA. And believe me, they aren't easy to understand laws.

What Range? If your talking the Smith & Wesson Shooting Sport Center, they are closed.

Actually I shouldn't say range. It's private land that has a make-shift range. His friend has 100+ acres and they have an area that they've made a range from with a burm, etc.

I think you are confusing the 1994 assault weapons ban (which sunset in 2004) with MASS law, unless they separately codified all the provisions of the federal law and never changed it when the AWB expired.

MA did exactly this!

Proposed question the gun is OK, as long as MA LTC holder takes possession "at the border" of MA.

"Lists" are irrelevant. Only apply to dealer transfers not possession.

No hi-cap mags at all in MA unless made on/before 9/13/1994.

Now how does that work if I'm driving through MA to Vermont and have my M&P with the hi-cap mags. That shouldn't be an issue correct as long as I'm not going anywhere in MA? That's how I understand it. Thanks.

FOPA applies and supersedes MA gun laws, as long as you abide by FOPA requirements to a "T"! That means, unloaded in a locked case in the trunk (if you have one) and ammo secured separately in another case out of reach of the driver.

You can not "carry" in MA w/o a MA NR LTC. You also can not stop in MA for more than bathroom, gas or a meal! No visits with friends in MA, etc.

I just finished Basic Pistol because I was going to carry in Mass. and you need the class. Yeah Not anymore....I was told in class that Mass. Law lets them arrest you even though you are complieing with FOPA. Pee yourself, go hungry and push your out of gas car before stopping in Mass..

AND don't enter Mass. with so much as a empty cartridge case. It is a felony.

Any ammo, ammo components (including spent .22LR cases) are indeed cause for arrest and felony conviction. Thus, keep everything (ammo/components) in a closed case in trunk.

Other than that, out-of-sight = out-of-mind and no you won't be arrested for complying with FOPA driving THRU MA. Someone is exaggerating the situation.

I did communicate with a CT guy that got arrested in MA for transporting guns/ammo thru MA. He was NOT compliant with FOPA and that was the reason he got jammed up. He took a plea bargain vs. risking jail time.

I would absolutely be 100% compliant with FOPA traveling through there and definitely not carrying.
