Do you know what the situation is for out of state carriers? I'm in Kentucky and I have relatives I visit in Illinois.

Angry Illinois Carry

Some pluses and some minuses, as you might expect.

Sad to think that there has to be any legislative fight and compromise to settle for anything less than our natural human right to protect oneself and family, not to mention our rights under the 2nd Amendment.

Sorry, Silver Dollar...it doesn't look good for reciprocity with license holders from other states.

Now maybe the murder rate in Chicago will got down. I read they beat out NYC with over 500 last year.

After reading through it once quickly, it appears there is no reciprocity for any out of state permit. Yet, Illinois will be happy to sell you their non-resident permit for $300 plus 16 hours of training and qualification at the range.

Believe there is a safe in car zone if firearm is place secure, unloaded, if in say a parking lot restricted. It is still gonna be dicy for a few years I'm sure due to Chicago. but it is a shall issue ccw permit after schooling, fee paid, back ground check and FOID holder. Other neighboring states are still gonna hate Illinois and U will still be trod on by them I'm sure. Sooner but probably later they will do a better job of the bill. Nott probably in our lifetimes though. Only pressure, constant pressure on them politicians from Chicago Illinois area will bring about equality in Illinois.

I'm an Ohio resident and plan to apply for a non-resident Illinois permit, assuming Gov. Quinn signs the law. It appears that Illinois will honor up to 8 hours of training from another state (Ohio requires 12 hours), so an Ohio resident with a CHL would still need another 8 hours plus range qualification. A key question will be the availability of this training outside of Illinois - will out-of-state instructors be able to get Illinois certification?

It also appears that this bill has a kind of limited reciprocity - check Section 40 subsection (e) of the bill. It looks like non-residents with permits from their home states can carry concealed in a vehicle. That's great news for people simply driving through Illinois. In the past, I'd have to stow my handgun in the trunk while driving through the state.

Y'all might want to read the bill before you get too excited about it. I read through it last night. The qualifications aren't bad but an application can be stopped if a LEO from any part of the state objects. It then goes to a governor appointed board who decides if you can have the permit. So I guess Chicagoans will still not be able to carry. I'm sure glad we don't have that bill where I live.

At least they put a preemption in the bill. It saves having hundreds of local laws to deal with.

The CLEO has to provide information specific to the applicant to support the objection. I don't think this is going to be a big issue unless the applicant has had problems with local law enforcement.

I don't know that the Gov. has much of a choice but to sign because of Heller. If something didnt pass, they would have ended up in court in contempt of Heller.
