Like you, I don't care about putting these 2 bills together. Hard enough to pass the one and now the second.

I really don't care about the campus carry bill. To me, that would be too narrow in scope to attract much support. Maybe I'm wrong.

OK I put this off and put this off and put this off. I don't plan on open carrying and was not happy with over bearing display of proponents of Texas Open Carry. But I believe that if they
want to open carry and are licensed they ought to be able to
do it, seeing that 44 other States have Open Carry. I doubt it
being a good idea, but I think they are right. The Constitution
also never said anything about a permit, and I understand that
if it passes it will be just for CHL holders.

So finally I signed the petition to support Open Carry in Texas
although I don't plan on anything but concealed carry.
I feel that it ought to be done, and signed already.

Last thing we want is a cartel member walking around HEB open carrying and no one is going to question if he has a chl or not?

I feel nervous of having a legal unlicensed carry in our state, at least down here along the border... I support the 2nd amendment and I fully support open carry, but for CHL holders...
Thats all the more reason to have open carry.A friend of mine--Ed--lives in Laredo and is a teacher. He lives a very short distance from the border--maybe two to three blocks?? He hears gunfire across the border almost every day. Also, about two years ago--Eds car windows were shot out by ""stray-fire"" coming from the other side.

Well, the Texas Senate passed the Open Carry bill, H.B. 910 yesterday. Sent it to the full Senate for a vote. I expect it to pass and then on to Governor Abbott(I think). He said he would sign it.

Hopefully we get what we have fought for, for the last 6 years.

FINALLY

I gotta ask... The official page doesn't list a vote happening yesterday (5/18th).
Where did you read that there was a vote and it passed?

The last 3 official actions It does list (newest to oldest) at: Texas Legislature Online - 84(R) Actions for HB 910
are:

Reported favorably as substituted 05/19/2015
Testimony taken in committee 05/18/2015
Considered in public hearing 05/18/2015

05/19/2015 S Committee report printed and distributed: May 19 2015 5:45PM
Caption Version: Senate Committee Report
Caption Text: Relating to the authority of a person who is licensed to carry a handgun to openly carry a holstered handgun; creating criminal offenses.

As of 5/19/15 HB910 is out of committee favorably but they removed the Dutton amendment, so it has to goes back to the Senate floor for a up/down vote.

HB910 is now on the Senate's regular order of business calendar for tomorrow (20 May)

Assuming it passes the Senate vote it goes back to the House for a simple yes/no vote. If it passes then it Gov. Abbott's desk for his signature.

Still more rambling and posturing for the camera. Most of it is a waste of time for re-election

Yep! 10-2 work hours with lunch from 11-1.

I watched one guy ask the same question 3 or 4 times and rambled for 30 cuz the cameras were rolling.

I heard they were on the 'Oz' work schedule...
We get up at twelve and start to work at one
Take an hour for lunch and then at two we're done
Jolly good fun!

The session is running out of time..... they need to step on it. I hope this is not just for "show" to coddle us and then let the session expire and not produce what we are looking to gain in our pursuit of our 2nd Amendment rights. The House has the Bill now.... they need to act.....n o w.

I was under the understanding that it has to go back to the house because there is a small wording change to the bill from the senate. In essence, the same bill that the house sent to the senate.

I would love for the stage 6 to be next.

I thought it had to go back for something minor too, but I can't find documentation to confirm it.

There was a small change (amendment) to the bill that will prevent LEO's from pulling people over/stopping to check if they are licensed or not.

Ok... yeah.
Texas Legislature Online - 84(R) Amendments for HB 910
Check "S2 F9" near the bottom of the page.
Since the Senate Amended the House Bill, it is No Longer the same as when the House voted on it, so it needs to go back to them, so they can 'OK' the S2 F9 Amendment, before sending it to the Gov's Desk.

Thanks for refreshing my memory, LadyT!

Yep, just sittin here thinkin. Dems are gonna try amendments to delay and stall. And to get it to work they have to sweeten the pot so some Republicans will fall for it and vote for the amendment.

Our only chance is if the Republicans vote to table all the amendments from the get go and get the vote done.

Kinda hard for this country bumpkin to understand this stuff, but it peers that we are watching SB11. Campus Carry. Out of House committee and on to the House floor.

Trying to figure out when open carry hits the floor. Beyond me

With HB 910 so close to being a done deal, I wouldn't be surprised to hear of SB 17 being dropped completely.

SB 11's (Campus Carry) House Companion Bill is HB 937 and it doesn't look like it's going to be discussed on the House Floor this term at all.

Strange alliances formed in the Senate. Dems agreeing with a provision to keep LEO's from stopping folks OCing, Repubs not down with that.

Yeah... That's the Senate amendment that's causing the Bill to need to go back to the House for another vote.

Even though it's a decent addition... If not for that late amendment, the Bill would already be on the Gov's desk, waiting for him to sign.

If they could handle both today, that'd be great.
But if not... I hope they finish up HB910, so it can get signed.

You don't live on the border with Mexico do you? I do, and allowing unlicensed people to carry concealed or open IMO is not a good idea, at least here on the border. I have a Tx CHL and if OC passes I'm still keeping my Shield 40 concealed.

The bad guys will always be 1 step ahead of you no matter what, and that one & only element of surprise on your part, your concealed firearm is your only ally.

To allow unlicensed carry on the border with mexico is stupid & dangerous IMO. Now HB910 has my full support however.

I doubt they are smart enough to try that. Also,I think there should be a limit of how many "changes"can be made per bill. A way to stop nonsense--let itfinally pass--then once law--if need be?then change it.

SB11 is on the calendar for about 2:20 PM. I can't find an estimated time for HB910.
Someone mentioned (in the live feed) that they may be going until Midnight tonight?

The bill out of the senate has 4 different words that what the house bill had.

The bill went to conference and has 2 day (48 hours) to be sent back to the full house.

Our only chance is if the conference accepts the bill as written and sent back to the house. The amendment that is causing all the trouble is the one that the C.O.P. in Austin is up in arms about.

The antis have really no other choice. Put up or shut up.

However, time is running out

Well, those Chiefs of Police that oppose that amendment,
isn't going to let a lit'l thing like 4th Amendment Rights
guaranteed by the U.S. Constitution, probable cause, and maybe that
Terry v. Ohio thing, get it their way of makin' us all safer.

The way I see it, the real reasoning behind their objection is they're getting their toes stepped on a bit....They's don't really want any one open carrying except those with a badge, by way of occupation or political favor.

Bye Golly, they's gotta see them thar carry papers or bust!!!

Or, Shoot low Sheriff, they're ridin' Shetlands...........
