This is what I put in the comments, clipped from the NRA website:
M855 ammunition should not even be categorized as "armor piercing" in the first place, given that lead is the primary material beneath its copper jacket.
BATFE's framework does not clarify the "sporting purposes" exemption; it simply interprets it into irrelevance.
The framework overturns nearly 30 years of settled law and the good faith expectations of gun owners and industry members.
The framework is totally at odds with the intent of the law to ensure that restrictions on armor piercing handgun ammunition do not unduly restrict common rifle ammunition, most of which is capable of penetrating police body armor when used in a rifle as intended.
BATFE incorrectly insists that it is required to establish an "objective" standard based on handgun design, yet it fails even to do that with the very broad "discretion" it retains to deny the exemption to projectiles that meet its "objective" test.
The framework will suppress the development of non-lead rifle projectiles that offer increased performance for hunters, decreased lead exposure, and solutions for hunters in states that restrict the use of lead in hunting.
The framework will likewise deter handgun development, as new designs could trigger bans.
Coupled with increasing attempts to ban lead projectiles, the framework could drastically reduce the availability of lawful ammunition for sporting and other legitimate purposes.
M855 ammunition in AR pistols is not a common threat faced by law enforcement officers.
By way of background, federal law imposed in 1986 prohibits the manufacture, importation, and sale by licensed manufacturers or importers, but not possession, of “a projectile or projectile core which may be used in a handgun and which is constructed entirely . . . from one or a combination of tungsten alloys, steel, iron, brass, bronze, beryllium copper, or depleted uranium.” Because there are handguns capable of firing M855, it “may be used in a handgun.” It does not, however, have a core made of the metals listed in the law; rather, it has a traditional lead core with a steel tip, and therefore should never have been considered “armor piercing.” Nonetheless, BATFE previously declared M855 to be “armor piercing ammunition,” but granted it an exemption as a projectile “primarily intended to be used for sporting purposes.”
A few questions come to mind as this new proposal gets more attention. 1) Why now? 2) Is "armor piercing" .223 ammunition really being used at epidemic rates against our law enforcement officers? The answer is no.
This is a move clearly intended by the Obama Administration to suppress the acquisition, ownership and use of AR-15s and other .223 caliber general purpose rifles, and I urge you in the strongest terms to reject this proposal.

Go to Save M855: Protect your 2nd Amendment Rights
This sends a fax to the BATF and to your Rep and Senators.
Over 12,000 have done it so far.
All you have to do is enter your zip code, choose which letter to send, give your full name, and City, State, and press 'send'.
Do whichever suits you. But do it.

I just commented for me and my wife and commented against the ban as a former LEO who was shot at multiple times and never once with .223 or 5.56 ammo and know of only one case where it did happen. Cops have been killed with everything from bb's to grenades.....rocks to wrenches....are we going to ban everything?

Just to clarify what's going on here...
Here's WH spokesman Josh Earnest speaking about the ammo ban:

NOTE THAT HE SAYS "...WHILE ALSO TAKING SOME COMMON-SENSE STEPS TO PREVENT PEOPLE WHO SHOULDN'T HAVE GUNS FROM GETTING THEM..."
That's funny, Josh, I thought you were talking about an AMMO BAN, not a GUN BAN!
Guess he just slipped up and showed their hand there, but that is not really a revelation... This was always about restricting a type of gun, it was never about the ammo.
Them saying it's about restricting "armor piercing ammo" in the name of LEO safety is even more disturbing than that obvious subterfuge, because almost ANY centerfire hunting round can zip right through any vest unless it has plates. They ban M855, then what? All hunting rounds?
So, hit those links, we need all we can get with commentary. Otherwise this is just one step down a long steep cliff.
And, thanks, those of you who can take the 2 or 3 minutes it takes to fill out the forms and comment. We need more like you!

Good Work, Everyone Who Commented! Ban is halted, for now!
So, I see this popping up in the other subforums, but I just wanted to say, "THANK YOU VERY MUCH" to those of you who took the time to post comments and write your representatives in Congress.
From an article posted on the GOA website today, 3/10/15, "In a stunning new development, the ATF has announced today that it will “formally delay” the implementation of its ammo ban, in the face of 80,000 comments which were overwhelmingly negative..."

So, for all of you who posted that you didn't think it was worth the time, it was already decided, yadayadayada--
THINK AGAIN! Your voice (telephone call, fax, email, snail mail, whatever) can, and DOES MAKE A DIFFERENCE!
I am sure they will be trying more shenanigans to restrict our rights in the future, since that is what they do. But, stay vigilant, and when the issues are brought to the fore, jump on any opportunity to make your opposition known!

I read that 239 members of congress have signed a letter voicing their objection to the ban. I don't believe the ban will go into effect. But if it does I have a whole bunch of M855 to sell and then buy a Model 27.

I think the letter from Congress was the final killer of the proposal. Fro news reports I heard, sadly, only over 80,000 people commented directly to the ATF. For as mony firearms owners we have in this country, that is a pathetic number. People need to wake up. Even if green tip ammo isn't something they use, sooner or later, the government will try to come after something they do. Sitting on the couch, watching Survivor or whatever their particular favorite form of entertainment is, is not going to do squat. Nothing against entertainment but going through life with blinders on and a hope that someone else will take care of the bad issues for them is not a good rule of thumb.
