Default Carrying on Corps of Engineers land

As most of you know, it's currently prohibited by their regulations, unless you are hunting.

That might change.

It's interesting that this case was suddenly pulled from the calendar at the request of the government.

Gary - Good news, but a question. A court decision would be binding. Would an out of court settlement have the same effect if the Corps of Engineers decided to change their minds some time down the road?
