Great news.
I sure hope it passes.
Why tax law abiding citizens while gang banger's and convicted felons carry and use weapons without paying out hundreds of $$$.
Watch the crime rate go down when the bill passes.

What will be the protocol when buying a handgun if this is scraped? As it stands having the permit makes it a piece of cake to buy a gun from a shop or private individual. Without a permit you need to get a purchasers permit from the police and then background check.

I have a Michigan CPL license and every gun shop I've been in I still get a background check haven't been in the shop yet that lets you buy a new pistol and just lets you walk out the door just because you got your CPL license.
You will still need a CPL license if you plan on carrying a pistol out of state that recognizes the Michigan CPL, because every state isnt Constitutional carry yet.
If Constitutional carry passes and you don't have a CPL you still buy a new pistol, you just fill out the form at the gun shop get a background check and it's yours, and drop your registration card off at your local PD.
There is a bill in progress if passed you will not have to register your pistol at the local PD office in Michigan.
On your last question the answer would be, yes. Any used pistol that you bought from an individual has to be registered in your name.

I imagine it won't change. I'll still maintain my CPL because of reciprocity and ease of buying a handgun.
Michigan residents should contact their legislators and voice their support.

I have a Concealed Carry Permit here in Florida. At the end of November I purchased my new 640-1 Pro Series at my LGS. They took the info from my permit and ran it through Florida Division of Law Enforcement to make sure I hadn't committed a crime recently it took all of 15 minutes instead of the normal 3 days.

A state that makes you register your weapons going to permit less concealed carry. Very interesting.
Some states do not run a background check if you have a permit, but you still have to fill out the federal form 4473

That's how it is in Ohio if the CCW permit was issued after March 23, 2015.

I will retain my CPL but I do wish Michigan would repeal their handgun registration. It's a pain. Too cold up here anyway, I need to move back to Arizona. I'd rather put up with 115 in the simmer than 5 degrees in the winter!

In the winter you can always add more clothing, but in the summer you can only take so much before you'll get arrested.

Almost seven months later, Michigan really isn't any closer to passing constitutional carry than it was back in June.
Last I heard, Senate Majority Leader Arlan Meekhof, R-West Olive made some comment about "the timing isn't right." Whatever that means. Actually, what that means is that the bill isn't going to advance through the Senate anytime soon. It's going to sit in whatever committee it's sitting in.
Even if it did make it to the governor's desk, Rick Snyder would veto it.
Like it or not, a significant number of legislators throughout the country are leery of less restrictive gun laws right now. State gun laws already in place are probably safe from repeal, but groundbreaking new laws don't seem to be making much headway.

The only store in the state that I know of that does a background check before they transfer ownership to a CFL holder is Dick's. You still have to fill out a 4475 by law. I refuse to shop at Dick's because their prices are not good enough for me to waste my time because of ignorant corporate policies.
