Sac County CA Sheriff
John McGinnis is the Sheriff of Sacramento County. Like most large county Sheriff's in California he has a fairly restrictive CCW policy. His agency is about to be gutted by budget troubles, and he will be down to 6 deputies on the street at any one time as opposed to the current 36. (Also the SWAT and air units will disappear as will most of the crime scene investigators.) There will be zero response to cold property crimes and essentially zero investigation of them.
He said today in a news interview that, if his agency is gutted, he will have no choice except to greatly liberalize his CCW policy because citizens will have essentially zero police protection. I don't know if he really means it or he was just posturing for the Board of Supervisors, but it is interesting.

Well, wouldn't that be awful if the good sheriff was forced to realize he needs to treat people like citizens and not subjects?

Well, the Board of Supervisors only slashed his agency in half, rather than about 85%. Don't know yet if he is backing away from his new "shall issue" policy, but I would make a modest bet that he will indeed back away.

The sad thing is... he's using issuing permits as a threat.

In other words his personal convictions against issuing CCW's are for sale. It just depends on the price.
