Unless things have changed Oregon is shall issue for residents only, and while they may issue to non-residents, (non-residents must be residents of states that boarder Oregon: Washingon, Idaho, Nevada, & California) it requires a "compelling business reason". What constitutes a "compelling business reason" is up to the sheriff to which the applicant applied for the permit. At least that was the situation a few years ago when I last checked into it.
I would think it would require doing business in Oregon, or having to travel through Oregon for business reasons.
