I picked up a very nice (but, sadly, no box or papers) 4” Model 28 about two years ago for $450 plus tax and MSP fee, a very good price locally, at a gun shop near my home. I haven’t seen another for sale since then and I’ve been offered more for mine by folks looking for one.

In Maryland, there isn’t much in the way of private sale advertising available (the “big” newspaper, the Baltimore Sun (or “Scum” as we like to call it) banned classified ads for firearms sales years ago. So, unless you luck into a private sale, things are a bit thin on the ground here for FTF sales. That drives up the prices as gun shops have to make some $ off the sales. That said, if you could find a FTF sale on a Model 28, I’d estimate about $50-100 less than I paid.
