Yes, declare what's in the box.
"Ammunition" is sufficient.
(I once said 'handgun ammunition' and they wanted to send it 'next day' because handguns have to go next day,,what a mess trying to straighten that out.)
Place a ORM-D sticker (Other Regulated Material-Domestic transport only) on the box and mark "Cartridges, Small Arms" underneath it.
The UPS or FedEx shipping counter should have them,,or cut one off of an old box you've received,,or search 'ORM-D sticker' and you'll find the correct one.
Or just hand writing the entire entry on the box is acceptable also.
Make sure you place it inside of a rectangle when hand written.
There is NO HazMat fee to send loaded ammunition.
The exception I believe would be for ammunition sent to Alaska or Hawaii as it would then have to go by air transport.
You don't believe you can (legally) send primers or powder unless you have a HazMat License yourself.
