They will fire fine and blast will take out a carpenter bee at very close range. If I shot them in a good gun I would be sure and clean the residue out VERY good before firing bullets down the barrel.

NO their extremely powerful for their size.
FWIW back in the 70s the fellows were putting up hanging suspended ceilings with stout wire with .38 loads. I saw a few empties on the floor and took them home. Dissected a couple and use a micrometer and checked then close. They were marked .38TOOL. and other than the markings were good quality nickel 38 cases.
I was friendly with their boss and asked them to save me the empty brass as I used them in reloading. They were just sweeping them up and throwing them away.
The job was a big one and I ended up with about 3,000 I got about 10-15 loads out of most of them and still have a few sitting on my loading bench.

One guy says yes, one guy says no you can't fire them as blanks in a firearm. Which is correct?

The OP's find is serious ammunition for serious tools,
Refer to #1 safety rule "ONLY use exact ammo (ctg to some) as called for on the barrel of your firearm.
Altho the packaging calls it .22 ammo, the packaging states "Only for use in power tools".
but I gots the gun

For one thing they have different power levels available, or use to (I’m now 12 years retired and have not keep up.)
Anyone is free to do what they want, I know I would not use them (22s) in a firearm I own. My advice is also free do with it what you want.

I remember when I was a kid & working my first construction job. It was with a framing crew & a guy a few feet away from me used a Ramset to pin down the bottom plate...totally took me by surprise! I must have jumped a couple of feet straight up.

I admit I've given the boxes on my tool shelves at work the hairy eyeball, but so far have fought the urge to load into any of my .22s.

I shoot them regularly in a 317. I train my horses for Cowboy Mounted Shooting and start with lower power charges, then work my way up. With the heavier charges, the cases sometimes stick due to the expansion of the crimp, but I can still extract them with a push of the thumb. I've never used maximum charges, as by that time, I'm ready for the .45 Colt blanks we use in competition.
Another member of our club uses a Ruger Single-Six to shoot them to train his horses.
I'm sure there will be people telling what a fool I am for doing this, how dangerous it is, I shouldn't encourage this practice, etc., but I know it can be done, at least with modern, reliable firearms.

Thanks, I see on the boxes there 2s, 3s and 4s so I assume the 2s are the lowest charges?

In all of the ones I've used, the lower the number, the lower the charge. However, it depends on the manufacturer how they rate their charges, I have some that go up to 7.

I tried shooting .22 tool rounds in my 617 and found that they all shot very Lowes.

I do not see how blanks can generate pressures like that of regular ammo since their is no projectile to push down the barrel.
