Do any of the commercial manufacturers make a hollow base
146-Gr.wadcutter with the bullet reversed to form a hollow point?

Not that I have ever seen. Folks just load them backwards. Be careful with higher velocities - they have been known to shed part of the base - and jam up the gun.

Dismal idea that I tested in the '80's. They aren't stable and don't remain properly oriented....you can tell by the holes in paper that they they tip. They only have to tip slightly and when they encounter test media the "hollowpoint" skirt collapses. They only occasionally perform as you'd want a hollowpoint to. Fortunately, some modern hollowpoints work great out of short barrels at only +P levels....850-ish fps.

They are made by a company called Atomic ammunition

IIRC, when Federal first released the Hydra-shok bullets, they had a bullet that sat flush with the case but with the conventional hydra-shock center pin with hollow area around it. I still have some. Any time I find an old factory pack I'l likely buy it if the price is not too insane. They hit the 10 ring ... all the time .. if that is where you point the gun

These may work. They group fair in a wheel gun but not good as lead. I never had a need to turn them around yet.

If you wish to try the reversed HBWC , 3.5 grains of Bullseye will expand the bullet to .715 " , at 801 fps from a 2 " barreled J-frame S&W revolver. Any faster than this , results in less accuracy and poor bullet performance . The bullet is very soft and must be loaded carefully. I had best results not deep seating the bullet as you would normally load the HBWC , seating the bullet to where the bottom of the hollow cavity was at the crimp . Experiment with seating depth to work out the best place.

A buck and ball load out of a 38 special , now that sounds wicked .
What powder and charge works best ? Might have to give these loads a "shot" .
I have seen the 3 buckshot loads but the 148 HBWC and buckshot sounds interesting !
I have 700X , Bullseye, Red Dot , HP-38 (231) , Tightgroup, Accurate #5 and Unique powders to work with.

It will give you about a 200 grain payload and with 3 Grains of Bullseye will rock along about 725 to 780 fps. Leave about half the HBWC sticking out, about 158 lead OAL.
