Not sure what the application is but have you looked into the Aguila mini slugs?

Federal LE Low Recoil Tactical....the 00 Buckshot is excellent also.
Federal Law Enforcement 12 Gauge Ammo 2-3/4" Low Recoil Slug
I can assure you there is a big difference... Buy a box of standard HV slugs and a box of these and try them yourself before letting the young shooter try it.... In the shotgun classes I have taught almost everyone uses the Low Recoil slugs and Low Recoil Flight Control 00 buckshot. It will not run is some semi-auto shotguns however...

I shoot a lot of low recoil slugs in a Mossberg 590A1 and a Stoeger Coach Gun. My favorite is the Fiocchi; they make 2 versions, a 1 ounce slug at 1150 ft/sec and a 7/8 ounce slug at 1300 ft/sec. They are both accurate and a pleasure to shoot and recoil is about the same for the 2 loads and much less than standard velocity slugs. I've also used the Federal and Rio brand low recoil slugs and although they're good, recoil is higher than the Fiocchi brand.
I've tried the Aguila mini-shells and although they are very low recoil, accuracy was not acceptable in my guns and I don't recommend them.

It will help if you can find a very heavy shotgun that fits him ......
plus has a good quality recoil pad on it.
Just grabbing any weapon on last notice is not the best option.

WHATEVER YOU DO, START THE YOUNGSTER OFF WITH A 20 GA. ! ! !
A 12 GA. IS WAAAY TOO PUNISHING TO FOSTER ANY INTEREST IN SHOOTING ON THE PART OF A KID. I KNOW THIS BECAUSE I AM AN NRA CERTIFIED SHOTGUN INSTRUCTOR THAT HAS TAUGHT A FEW CLASSES FOR JUNIOR MEMBERS, AT MY CLUB.....
PURCHASE A BEAR TOOTH SLIP ON RECOIL PAD FOR THE BUTT. THEY ARE AVAILABLE ON AMAZON FOR CHEAP MONEY. THEY WORK GOOD, ALLEGEDLY REDUCING RECOIL BY 40%....
I HAVE NO EXPERIENCE WITH LOW RECOIL AMMO, SO I WILL LEAVE SUGGESTIONS FOR OTHERS TO MAKE......
