Are there any deals on 9mm right now, where the shipping isn’t insane? Carolina Munitions wanted $40 for UPS delivery.

Don't know about online, but local shops have advertised it as low as 8.99 a box.

Don't blame the suppliers for the shipping costs. Ammunition is heavy and delivery is restricted to ground service, not eligible for flat-rate priority mail or other such services.
While bulk mail advertising continues to fill our mailboxes for pennies per pound, and our congress critters retain "franking" privileges allowing them to send propaganda by the ton, the rest of us have to cover the costs when we buy or sell with delivery required.
High volume shippers can negotiate sweet deals with FedEx or UPS, and the US Postal Service offers some nice discounts for big accounts. Those do not apply to smaller businesses, and certainly not to individual sellers.
Several months ago I offered a cartridge case tumbler as a "karma" gift to another forum member. Package was probably 12"X12"X18" and weighed about 12 lbs. Parcel post delivery was $45.50, and USPS busted the package in transit and sent it to a lost mail facility, never delivered to the addressee and no thought of a refund of the postage charges.
Anytime I see "free shipping" I always figure that the cost is being paid another way, and probably by me.

Last week I bought Blazer 115 and 124gr at Dunham's for $8.99 and this Monday picked up Federal Black box 115gr, $44 for 250 rounds. all brass cased.

I buy most of my 9mm at Dunham's. The price changes almost daily so you have to watch it, but the Blazer Brass is usually $9.99 and often on sale for less. I've gotten it 2 boxes for $17 and one time it was 2 boxes for $16. Locally it will be advertised as your choice of 115 gr or 124 gr but sometimes they only have one or the other in stock and no rainchecks.
I also bought 3 boxes of that Federal you mention just before Christmas for $42 each which is a good price IMO.
Online prices usually aren't much cheaper and the shipping will kill you unless you buy 1k rounds from someone who offers "free" shipping. Even then the price difference is so small it's easier for me to just go to the local Dunham's and pick up what I want.

Unless there is a sale or rebate, the better prices are about $8.50 a box shipped to home, but you need to buy it by the case. Many vendors have thousand round cases for $169.99 and some offer free shipping. Check Natchez Shooters Supply, Target Shorts, SG Ammo, etc.

Seems for me that 9mm ammo can usually be found somewhere at a good price and with free ship. Even Gander and Cabelas can work when they have sales going on. I actually have never bought by the case, instead I add ammo when i see it on sale, perhaps with a rebate, or even with some add’l rewards or discount to apply to lower the cost further.

Dunham's and Rural King both have 250 pack Federal 115 gr. for $39.99. Dunham's normally runs Mag Tech 9mm for 2@$16 and Blazer Brass for 2@$17. Regular sale price of $8.99. At least for me, I can buy local without having to buy in bulk.

Are you trying to find a specific kind of 9mm that you can't find locally? Or are you just trying to find a good overall deal? It seems to me that you should be able to find 9mm ammo at a LGS and not have to pay shipping if that's your biggest concern.
Having said that, my go-to for online puchases is SG Ammo. I don't buy by the case, usually a couple hundred rounds at a time. I want to say shipping usually ends up being about $12 or so. It's been a while since I've ordered any ammo so I could be off, but probably not by much.
Also, I can't recall the address, but I remember there's a website that collates online ammo prices so you can compare. I believe it includes shipping fees. ammoseek.com, maybe? Something like that.

My suggestion is to reload. Hand loading/reloading is a wonderful hobby. Not only does reloading save money, $$$ as long as you have components, you'll always be range time ready.
BTW, the only big game hunting ammo I'll use is ammo I've hand loaded. My loads are far more accurate than any factory hunting ammo I've tried. So if you're in to target shooting, loading your own might give you a competitive advantage.

I recently bought a loose packed case of 1,000 rds of +P 115 gr
9mm FMJ Independence ammo from sgammo. It came in a heavy plastic bag inside a card board box that was pretty full. No room
for the ammo to bounce around. I transferred it to an ammo can
and it looked really clean. No tarnish or dents. It's recent
production and actually looks better than boxed ammo.

Ammoseek is good, helps if you know what you're looking for. Like if om looking for components their search engine is handy but they don't factor in shipping costs. Sgammo usually ships a case of 9 for 16 bucks which isn't bad.

If you can wait it out.............
generally your local Cabela's, Sportmans whse, Bass Pro or hick town store will have 9mm at $8.99 on sale, depending on your location in these states of the good old U.S.A.
If not, maybe a 75 mile drive will fix the problem ?
It's out there, you just have to use the old slide ruler to get it done.

Most places supply will be lower this time of year with inventory right around the corner. Was down picking up an order at AIM Surplus last week and their selection of different types of 9mm was down to 3 types only. Could not give a time frame for when selection might be improving but confirmed it is inventory time.

Wally World "officially" stopped selling 9 mm about the first of the year, but I had gotten several bulk boxes for a rainy day. I noticed at the Richmond, VA gun show the prices weren't great, but they really weren't too bad.
