Different powders, primers, whatever that result in different velocities.
FWIW, they might be different or they might be the same. The difference in ballistics reported are not so great that they couldn't have been caused by the use of a different barrel or by different atmospheric pressure or just be the slightly different mean velocity given by the same load on a different day.
Truth is, the difference between those two reports is amazingly minor, and would likely be within the standard deviation from the mean of most factory .22 LR "hi-speed" 40-grain loadings.
Only way to find out if they're really different is to call Federal and talk to someone who knows for sure, but it sure doesn't look like they're different enough to matter a hoot.
