Yeah, I fixed the title, I was scanning in a bunch of old gun mag stuff. Skeeter's column ran in a different magazine in that era (Shooting Times) and I got what I had scanned mixed up when I titled the post.
Charles A. “Skeeter” Skelton was a gun writer who was well known throughout the 60s, 70s and 80s.

Interesting, the general consensus these days is that Glaser is terrible.

Yep, and that is probably an accurate assessment (the modern one). The almost forgotten "Relative Incapacitation Index"/RII was a program using a "computer man" that the DoJ of the time ran. It was considered high tech for a time, and the Glaser did well on it. Wound science of the time and the RII model seems to have been in favor of temporary wound cavities. Jordan references this in his answer to the initial query about bullet weights.
