Default Wyoming Reciprocity Problems!!!!!!!!!

Wyoming has put up a new list of states they will honor. There is a couple problems with it. They list Iowa and Maine as states they honor and will honor their permit/license. They also left off a few states that honor their permit already. Their new law states they will honor anyone who honors theirs.

I just talked to the Wyoming Division of Criminal Investigation and pointed out that the Governor of Iowa has not even signed their reciprocity bill yet and even if he did their new law does not go into effect till 1/1/11. Maine is not reporting that they have signed an agreement with WY. They told me they were signing agreements before listing states. I explained to them that some states would not sign agreements and ask how Iowa could sign if they didn't even have reciprocity in their law yet. I didn't get an answer to that.

I would not depend on the Wyoming Official Site for carrying in other states or carrying in their state. I was told they would get back to me after they took another look at their list.

Wyoming has also cut down on their site information. They have a notice up that this is due to budget cuts. Again I would be very cautious if traveling to Wyoming or if a Wyoming permit/license holder traveling to those states they have listed. Check with the state you will be traveling to. The DCI site states this at the top of their listing of states" "those states are listed below for convenience only. However, this listing has no legal effect."

I will not add anything to the Wyoming page at Handgunlaw.us till I hear back from them and am sure that the states they have listed already honor their permit/license. I will post an update when info becomes available.

I don't have any Wyoming information, but I think one area of confusion is with the word "reciprocity". The word refers to a MUTUAL exchange of privileges. It is certainly true that Iowa does not at this time have reciprocity with any other states, merely because they do not honor any other states permits, at least until the aforementioned bill takes effect. However, several states honor Iowa permits, and have for several years. My point is, if you check for reciprocity and see there is none with a particular state, don't assume there is not a one way agreement. That's certainly Iowa's situation right now, and it may very well be in others.

P@R Fan,

Wyoming will not honor another state unless that state honors theirs. That is reciprocity. Some states do honor other states without the other state reciprocating. 10 states honor all other states permits. Vermont and Alaska allows anyone who can legally own a firearm to carry a firearm concealed without any type of permit/license. AZ will be just like VT and AK shortly. Texas, Montana, Kansas are states that come to mind that honor other states permits but some of those states will not honor theirs.

Thanks for the info. Hopefully our democrat Governor is going to sign the shall issue bill, and everything I've read says he will and it will allow reciprocity with states (both ways) that have the same standards as Iowa, which in and of itself is pretty murky. I or some other Iowan on here will give you all that information when it is known. Unfortunately, as of this moment, no other states permits are honored in Iowa. However, a number of other forward thinking states honor ours. The whole thing is rather confusing right now. Hopefully that will improve.

Gary, thanks again for all of your hard work. This whole thread illustrate why this whole country needs to have constitutional carry.

P@R Fan, I have been hearing he may pocket veto the bill. I hope this is not true but have read two articles that mentioned this. Have you heard anything saying the "Governor will sign it?"

Not officially. Everything I've read makes it sound like a done deal. He got an "A" rating from the NRA in the last election, I believe. The bill passed overwhelmingly in both the state House and Senate, which are both democrat controlled, so I don't think it would survive a veto. Gov. Culver's approval rating is horrible right now, and I think he knows this is a popular issue. Even the ULTRA liberal Des Moines Register hasn't made too many waves about it. I truly believe it will happen. We'll keep you posted.

Gary...thanks for the work you do. I have another question about reciprocity and Arizona's new law for Concealed Carry. CCW permits will no longer be required in AZ beginning this summer, so how will other States who now have reciprocity with AZ react to this new law? There is some doubt as to whether or not AZ will maintain their CCW division for issuing permits due to budget restraints, so those who currently have a CCW permit may be unable to renew them in the future. Do you think the States that now have reciprocity with AZ will revoke those agreements?

IF AZ quits issuing permit/licenses then those states will most likely drop them. But from what I see AZ will continue to issue permit/licenses. If they do then there should be no problem. The one problem I have read about is AZ is talking about or has dropped their requirement to actually fire a firearm in the training classes. That could cause a few states to drop them.

..forget Maine...they honor no ones OOS CC permits even if the other state recognizes theirs.

The North East is very tight... Maine, NJ, NY, Ct. and R.I. don't have reciprocity agreements with anyone. NH has a few and as pointed out Vt. just doesn't care...come one come all....

This makes carrying in New England a PITA as it is so small one has to try and get permits from all the states...and sometimes, like R.I. they rarely give out OOS permits... And Massachusetts...you now have to go there and take a course...

SuperMan, Maine honors 3 other states:
* Delaware (March 13, 2009)
* South Dakota (May 18, 2009)
* Louisiana (June 25, 2009)
You can see it for yourself at the Maine State Police Web Site:
State Police: Licenses & Permits: Weapons Permits & Professional Licensing

Maine will only honor Resident permits from the three states above. They spell that out very well on their web page.
