Steve Aikens who is my Partner in Handgunlaw.us lobbies for the RKBA in New Mexico. If you have not heard NM just dropped Utah as a state they honor. From all that I am hearing they may drop a lot of other states. Steve and others who Lobby for RKBA's in NM need our help. Here is the info they need for every state that will honor other states permits/licenses.

Do you have anything that shows which states require you to be a U.S. Citizen to get licensed? If they do not require it, what residency
requirements do they have? Do they have a Citizenship requirement but offer waivers to certain non-immigrant legal aliens?

Could you please post here the law for your state that shows residency requirements to obtain a permit/License and What I really need is the law quoted or the Alpha/Numeric code for the law in your state. Thank you so much for any help you can give me to help them.

OKLAHOMA

TITLE 21 § 1290.9 Eligibility
ELIGIBILITY
The following requirements shall apply to any person making application to the Oklahoma State Bureau of Investigation for a concealed handgun license pursuant to the provisions of the Oklahoma Self-Defense Act. The person must:
1 Be a citizen of the United States;
2. Establish a residency in the State of Oklahoma. For purposes of the Oklahoma Self-Defense Act, the term residency shall apply to any person who either possesses a valid Oklahoma driver license or state photo identification card and physically resides in this state or has permanent military orders within this state and possesses a valid driver license from another state where such person claims residency;
3. Be at least twenty-one (21) years of age;
4. Complete a firearms safety and training course and demonstrate competence and qualifications with the type of pistol to be carried by the person as provided in Section 1290.14 of this title, and submit proof of training and qualification or an exemption for training and qualification as authorized by Section 1290.14 of this title;

o You must be 21 years of age or older.
o You must be able to demonstrate competency with a firearm.
o Unless you are serving overseas in the United States Armed Forces, you must currently reside in the United States (US) AND be a US citizen or deemed a lawful permanent resident alien by Department of Homeland Security, US Citizenship and Immigration Service (USCIS). If you are serving overseas in the US Armed Forces, submit a copy of your deployment documentation with your application. If you are not a US citizen, submit documentation issued by the USCIS proving you are a permanent legal resident alien with proof you have resided in the state of residence (as shown on your application) for at least 90 consecutive days prior to the date the application is submitted.

It is more simple to post a site for the full info in Louisiana. But a person does have to be a US CItizen to be legal to carry or possess.

This site also has links to many more things like the FULL CCW law cannot purchase a firearm. It is highly likely that a rule exists in federal law to prohibit a non citizen from having a gun in the US.

Interesting. Sounds like NM is not going to reciprocate with any state that gives a license to a non-citizen?

Texas allows some legal aliens to get a CHL, but it is not an easy process. I know Steve, and I spend a fair amount of time in NM, so I'll do what I can. Bad enough that I can only carry one gun at a time in your fair state; don't need to lose reciprocity altogether.

New Mexico No Longer Recognizes Utah
Concealed Carry License
Santa Fe—Effective immediately New Mexico will no longer recognize concealed carry licenses
issued by the State of Utah for the purposes of reciprocity in New Mexico, as the requirements for
licensure in Utah do not meet the standards required in New Mexico statute. Rules governing the
concealed carrying of weapons and issuance of licenses require that training and other provisions
be as stringent or substantially similar to New Mexico requirements.
Questions concerning licenses obtained from Utah by New Mexico residents have made it
necessary to reevaluate which states will be recognized as valid in New Mexico.
“We’ve had situations where certain concealed carry instructors in New Mexico solicit clients with
the promise that if they train here and obtain a Utah license, which entails significantly less
training than does a New Mexico license, it will qualify here,” said Department of Public Safety
Secretary John Denko. “This is incorrect, and is nothing less than an effort to circumvent New
Mexico concealed carry requirements which are designed to protect the public safety while
honoring individual rights under the Second Amendment of the constitution.”
The state will also review the status of eighteen other states currently recognized on an informal
basis, with the intent of entering into written agreements with these states to ensure compliance
with New Mexico law. These states are: Alaska, Arizona, Colorado, Delaware, Florida,
Kentucky, Michigan, Minnesota, Missouri, Montana, North Carolina, North Dakota, Ohio,
Oklahoma, South Carolina, Tennessee, Virginia, and Wyoming.
New Mexico currently has a written reciprocity agreement in place with Texas; the status of this
agreement will remain unchanged.

I believe, amoung other things, the lack of a live fire qualification may be an issue (as well as the fact that NM isn't collecting their $100).

I maybe mistaken but I belive Colorado doesn't recognize Non-Resident out of state license either.

Applicants for a Michigan Concealed Pistol License must:
1. Be at least 21 years of age
2. Be a citizen of the United States or an alien lawfully admitted into the United States
3. Be a resident of the State of Michigan for at least 6 months prior to application. An applicant is a state resident if one of the following applies:
The applicant possesses a valid, lawfully obtained Michigan driver's license or state identification card
The applicant is lawfully registered to vote in Michigan
The applicant is on active duty status with the United States Armed Forces and stationed outside of Michigan, but Michigan is the home of record
The applicant is on active duty status with the United States Armed Forces and is permanently stationed in Michigan, but the home of record is another state

Tennessee recognizes all valid licenses from other states, but a Tennessee resident must have a TN permit to carry in TN.

My state does not ask for reciprocity agreements . Idaho considers your state's permit good here , it must be in your possession . If NM does not grant the same respect to the the great state of Utah , we should give the land of enchantment back to Mexico .
