I cannot speak for Factory Ammunition, but the CCI-Speer primers for reloading can be quite hard. They are also very reliable, having said that.
My K-38 has a fairly light double-action and if I load CCI-Speer primers on my Dillon and go shooting, I will get some light-strikes. I believe this to be because the Dillon does not seat the CCI-Speer primer to it's "bottomed out" depth and so the hammer-strike sometimes does not detonate the primer but just seats it a little deeper to set it off on a restrike.
Now, if I handseat CCI-Speer primers as a separate operation using my Lee primer seater, well...they work just fine. No misfires whatsoever. Whether this information helps you or not, I don't know, but it has been my experience with their primers in reloaded ammo.
