Wisconsin, Mississippi, North Carolina Updates
A Draft Wisconsin Page has been added at Handgunlaw.us There are some blank areas in the information as the WI DOJ must write Administrative Rules on how they will implement the new law. They DOJ will also post a list of states that WI will honor. From the law the states must run a background check on the permit/license holder when they apply. The vast majority of states run background checks on those who do apply. WI will not have universal Recognition. Also the state will most likely put up web pages with information on how to apply, FAQ’s etc. As these links become available they will be added to the Wisconsin page. WI’s Carry Law will take effect 11/1/11.
North Carolina has passed a limited Parking Lot Storage Law. Governments can’t stop you from storing your firearm in a vehicle parked on their property. Again the law is limited to specific areas as mentioned in the law and does not cover all property. State Parks and Waters are not Off Limits to those with a Permit/License with the passage of the new law. These new laws do not go into effect in NC until 12/1/11
Mississippi passed a new law that would allow those with an endorsement who has had training from a National Firearms Org or other Recognized Org to carry in some places now listed as off limits. Problem is The Mississippi DPS has not followed the administrative procedures law which requires them to publish proposed rules and regulations and take public comment. The Mississippi DPS refuses to recognize any training completed before the law's July first effective date, and has yet to approve any instructors or courses. DPS Attorney Timothy Smith says the department decided to design its own training requirement quote: "because of liability concerns." So until this is ironed out and it might take a court case I would not carry into places under House Bill 506 even if you have the training as outline in the new law. This law was to become effective 7/1/11.

Every month at least one time a month someone Usually with a concealed permit forgets they have their gun with them or they thought they put it in another bag and somehow they manage to let the gun go through security screening at DFW or Love Field. They find themselves arrested for a third degree felony and face up to ten years in prison. The majority of these folks are not idiots, fools or people who are incompetent, they got rushed and thought they removed the gun. The most notable was barry Switzer former Oklahoma and Dallas coach. He had to accept a plea to a misdemeanor to avoid jail time and because of his public recognition probably got more than the average citizen. Really when you think of it, what harm does a licensed holder pose to air security or for that matter national security. Prohibited places are politically correct places to pacify the anti gunners.

There's a pretty good reason for the anti-gun policies at airports. One gunshot from inside an airliner can depressurize the cabin, possibly killing everybody in the process. Therefore, I say take your dang gun off and put it away PLEASE before getting into a plane.

well then the Air Marshalls service ought to be armed with bow and arrows then, unless of course they can gurantee that
they wont miss. I fly jets.....a small bullett hole in the fuselage may cause a pressure leak but unless the hole was massive it wont cause a rapid depressurization of the type South West Airlines had. My point is that we make felons out of normal law abiding citizens who merely forget the gun is in a back pack or a suit case. Somone kindly tell me how a gun located in a suit case is going to discharge if the owner forgot it was there because I have no idea how it would happen. I know I have traveled on airplanes armed (with airline permission and under law enforcement authority.) I was not a danger to anyone and Im sure 99.9% of holders of CHL's would not be a harm to anyone either....on the off chance that some bad guy tried to hijack a plane, not having someone Marshall or citizen armed to stop him, means the passangers are left to tackling the susupect.. Fine we can tell people not to travel armed but we dont have to make it a felony when they do.....a suspension or revocation of a license is pretty stiff in and of itself. If they do something dumb like discharge it, well we already have laws to deal with that and they get more severe depending on the damage the discharge does.
I will assert again that cops, retired cops and licensed holders,and military folks are not the threat and neither are their guns. Its the person attached to the gun or the bomb who is the threat.

WI Department of Justice - Law Enforcement Services
It is Wisconsin's DOJ'S Concealed Carry Information Page. They promise to have a official FAQ up by August 1.
The Wi. DOJ has stated that they will not accept applications until Nov 1. Then they have 45 days to issue or deny an application.

I had seen in the paper or one of the local stations sites, they were going to start taking the apps in Sept, guess that's not the case. Bummer. Well my wife took her CCW class with LEO instructors at a tech college this past weekend, so she's good to go. I already have academy training plus hunter safety so I'm good too. Just waiting to be able to put in the app.

If they have the applications ready by Nov.1 we can fill one out then. It may take 45 days for the permit.
But out of state permit holders (people who don't live in Wisconsin and have a permit) can carry on Nov. 1st. I think they should let Wisconsin residents who have an out of state permit carry as soon as they have applied for a Wisconsin permit!

Yeah that I knew, it was just the tv or paper had said they were going to start taking apps in Sept for issuance in Nov. Which would've been great.
