IL CCW Update
Illinois (D) State Rep. Scott Drury has introduced a bill to allow concealed carry here.
We might join the other 49 states after all!

Well, I am interested to see how this plays out. Sadly I think we may have a few years to go... Due to how Chicago controls our state.

Is there still a 6 month deadline to come up with a CCW law? Seems like it would be to IL residents best interests to block all attempts at passing a law. After 6 months IL would default to CC allowed with no permit required.

So far no court has put a stay on the 6 month order. The IL AG has asked for a review of the ruling by all the justices and it's always possible the court could extend the 6 months until a review is done, if it is done. Until that happens the clock is still counting down.

It was a democrat that introduced the bill....
In the 9/21/12 Daily Herald he was interviewed as a candidate for Representative and when asked for his views on a concealed carry plan he was quoted as saying:
" I will vote against concealed carry legislation. As a former federal prosecutor who has worked closely with law enforcement, I simply do not believe that allowing more guns on our streets makes our streets safer for our children. Illinois needs responsible, sensible gun legislation. This includes precluding people from carrying concealed guns in our parks, shopping malls and neighborhoods. "
This guy is probably trying to pass a very restrictive plan. IL residents better read what he proposes before backing this snake....

Yes and no. The courts gave IL 6 months to write and pass a CCW bill or we automatically can carry; concealed or open with no permit needed.
If they do nothing and if the 6 months isn't extended, you'd only have to be the legal holder of a FOID card to carry ..... either concealed or open.
BTW ~ this proposed bill says "concealed or otherwise" so as of now, it's an open carry bill.

This means they will have to honor other state permits, right?
I avoid places like Illinois Massachusetts, and Maryland Delaware and Connecticut basically almost all New England States because of their crazy laws!

I agree Vman. Having lived in Chicago, I know first hand this issue still has a big hill to climb regardless what the court said. The opponents aren't going away and they've got the political juice. I wouldn't hold my breath.

Agreed. I bet the bill makes it illegal to carry almost anywhere except public streets. Read and reject accordingly.

I will fall out of my chair if they pass a reasonable "shall issue" law. It sounds like a "may issue" law, where you are going to have to prove to a court why you need to carry. In that case, they will have a CC law (just enough to stay legal), but they will actually allow only a very few people to do it.

HB0997 "Family Protection Act" is a good bill. It calls for "shall issue," administered by the Illinois State Police. There are gun-free zones, including preschools, K-12, libraries (??), courtrooms and police stations. However colleges and universities can only ban firearms if they assume civil liability for injuries to CCL holders. Carry is permitted in public transportation facilities and vehicles. Most important, it will preempt local law, including Chicago.

If IL residents hold out, you will get constitutional carry by default. I still don't understand why you think you have to compromise and settle for a bad restrictive law.

What makes you think anyone is compromising? CCW is coming to IL by July 1 unless there is a stay. That's a federal court order. All anyone on here has done so far is explained the reality of what is being discussed in the legislature. No one has said anything about a compromise. Just reality.

I see a lot of "Whoopie! We may get a CCW law!". Compared to constitutional carry (carry by right), a CCW law (carry by privilege) is a compromise. I fail to understand the excitement over turning a right into a privilege.
If you pass a concealed carry law, be sure it is everything you want, because it will never get better. You have nothing to lose by holding out.

You don't seem to understand the current situation. There is no "We may get a CCW law". There is no "holding out". About July 1 there will be CCW in IL unless a stay is issued. The Federal Court has ordered it to happen and the court gave the legislature 180 days to come up with something but ordered CCW in IL after that time. If the legislature doesn't do anything CCW will still happen because the court ordered it. What the law will look like is being tossed about by the legislature at this time. If they don't do anything then it becomes a matter of "they snoozed, they lose". Your comment of "holding out" doesn't even make sense.
Thank you for your opinion but it's obvious you don't have a clue about the court order or even aware that it exists or what it means.

I understand exactly what is going on, and I think we are on the same page.
Since IL will default to constitutional carry in 180 days, there is no reason to rush into passing a law requiring licensing. That is what I mean by 'don't compromise'. Hold out for the 180 days to expire and get consitutional carry (carry with no license required) instead of passing a law requiring licensing.
I keep reading here an other forums that people are excited that a CCW bill has been introduced. Why? You don't need one.
Unless you think the state's efforts to appeal the ruling will be successful and the carry ban reinstated, you don't need a CCW law at all.

That sums it up. I don't want to sound negative, but the fact has always been (on this topic) that Chicago will get what they want. I hope I'm wrong, but I just don't see this happening.

The date is June 10. The IL Supreme Court decision also carried a clause, it will be a "shall issue" and it will include "all counties in IL, including Cook County". Several bills will be submitted and argued before then or we automatically go to Constitutional Carry. They don't want that so they will attempt to get some kind of mutually agreed decision.
