Default Concealed Carry Florida Non-Resident

Florida has their act together. I submitted my application for a non-resident Florida CCW license by mail on October 14th. Their online tracking system showed it was approved on November 5th and it was in my hands on November 10th. Very impressive.

In contrast, years ago, my NY application took 8 months.

If you happen to be in the state and make application in person at one of the regional offices, you leave with your permit in your hand and it only takes an hour or so.

They do your prints and take your picture

I bet that wont ever happen in NY

It's nice to hear that your Florida experience was a pleasant one. Like many states, we have our flaws, but concealed carry permits is not one of them.

Is the purpose of a non-resident CCW so you can carry in FLA when you visit there? We (LA) have a reciprocity agreement with FLA so we can carry there when we visit w/o getting a non-resident.

Actually I got mine so I could carry in my home state. Seems a couple local Chiefs decided they didn't like the concealed carry law and did an appeal to the courts which took about a year. Court said the law was ok and the legislature fixed the complaint any way. Had to do with money don't you know!

I did the same, for the same reason. Renewed once, then MO law took over and I let it go. Easy as it could be. Props to Florida.

My guess it allows part time residents and visitors that either do not have a CCW from their own state or CCW reciprocity to legally carry concealed while visiting Dixie,

Puts our indigenous nefarious lowlifes on notice an out of state license plate does not = "Unarmed target",
Also saves the state some electricity

Edited to add: years ago all our rental cars had license plates beginning with the letter "Z" and of course it didnt take long for criminals to figure out those drivers were unarmed tourists with a wallet full of vacation dollars .....those rental "Z" tags finally changed to normal tags.

Louisiana has reciprocity with Florida and recognizes non-resident FL licenses. However, as you probably know, Louisiana requires their residents to have an LA license.

You can carry in a lot of states, at least 36, with a non-resident FL license. You can get a Utah license at the same time which is good where FL is not recognized, including Washington (state) and Minnesota. Florida is one of them too.

When traveling, you must know and obey each state's law regarding concealed carry, not that of the issuing state. In particular, know where carry is forbidden (e.g., open carry only in a Montana bar) and when you are required to notify if stopped by law enforcement.

And then you can get a sash and attach your collection of licenses to it so everyone can see.

Yes, the Fla. non-resident allows me to carry in Fla. and provides me with reciprocity in WVA, VA,NC, & GA. PA does not honor the Fla. non-resident CCW and S. Carolina does not honor NY or Fla. non-resident CCW. Prior to entering SC I must unload my gun, empty all magazines, lock my gun separate from my ammo, lock my ammo and ONLY stop for gas and/or food. Locked gun & ammo must NOT be accessible my driver or passenger(s). If I spend overnight I have committed a crime according to SC law.

Robert Heinlein, the science fiction writer, I believe, put those words into the mouth of Lazarus Long, his interstellar space cop. I'm pretty sure but I could be wrong.

I am not sure what the poster's problem above was in South Carolina but SC, like CO, MI (I think), AND FL, only recognize permits from other states carried by residents from those states. So, whereas I can freely carry in SC using my TX CHL, a NYer carrying a FL license cannot carry in SC. It's weird, I know, but that's how it is set up presently in those 4 states.

The Texas website doesn't indicate resident licenses only in re FL or SC but the rules found on the maps on the phone "app" called "Legal Heat" do make the distinction.

My reading of the SC law is that any person who can legally own a handgun can retain the loaded gun in the passenger compartment as long as it is either in the closed console or glove box. It may not be on your person or any other location in the passenger compartment. The law also permits a concealed transfer from vehicle to rented accomodation. As I say- this is my reading. I'd like to know where the disassemble and store in trunk info came from so I can evaluate. Thanks.

Default concealed carry Florida non-resident

South Carolina honors Florida CCW permit holder as well as Florida honors South Carolina CCW permit holder. Both states recognizes permits from each other. However, each state may have their own laws reflecting on traveling through their State. Both State's website reflect Reciprocity agreements that allow you to carry concealed in their state.

Be careful, with your non-resident Fla permit, you are NOT entitled to carry in Fla when you visit. Fla law recognizes a permit only if the holder lives in the state that issued the permit. This is something Fla needs to get corrected, as they get so many winter visitors for months at a time but whose legal residence is some other state.

SC does not honor my NY CCW license or my new FLA non-resident CCW license...so I deferred to advice from the NRA and that would be to "transport" my handgun (meaning disassemble, lock, store separate from ammo etc). The NRA is very clear about this.

You are mistaken, this is not true. With my license I received the following from Florida Commissioner Adam Putnam. "This license authorizes you to carry a concealed weapon or firearm for lawful self-defense pursuant to s.790.06, Florida Statutes.

These reciprocal agreements sometimes change - YOU MUST CHECK!!!

However, I do not quite understand GrandpaDan's comment - Dan, if you have a NYS carry license it will be recognized in FL if you live in NYS. What we are concerned about is the NYS resident who obtains a non-resident FL license and attempts to use it in CO, for instance. CO will NOT permit that. The CHL/CCW MUST come from the state of your residence to be valid for use in CO. That's where it gets tricky. Several states have this quirk and it behooves you to KNOW.

Yes Florida is good for concealed carry but they won't let us open carry such as arizona, indiana, and our gun rights are being restricted.

You are very mistaken, sir. FL issues carry licenses to non-residents for the sole purpose of allowing them to carry while in FL. What FL does not accept is, for an example, a person from OK with a TX permit to carry in FL.

If other states honor a FL NR license, good for them, but some, like SC and a couple others, do not honor them.

The only difference between a FL resident and NR license was the address, and addresses are no longer being listed on the license.

Right you are I just looked at my Florida license, no address.

My Utah license does list my NY address.

One thing a lot of people do not seem to understand is Florida issues a concealed weapon and concealed firearm license, which means in plain English other weapons can also be carried concealed!

Why else would FL issue a non resident CCW permit if that permit didn't allow a non resident to carry? FL law will not recognize a NR CCW permit from another state, but they obviously do recognize their own. For example, I have a NH NR license, but FL will not recognize it. They would, however recognize a NH resident license.

Most states regulate only concealed carry of firearms, not possession or transport.

MA, NY, and NJ, come to mind as states that require some sort of permit for purchase and mere possession. CT too, I think under the new law.

My son owned several guns in AL before he got his CCW permit. A friend of mine in TX did the same, as does a young lady in MD. She has a handgun for home protection, but no permit to carry concealed. NH, VT, ME allow purchase without a state issued permission slip.

Not true. AL, NC, TN, KY, IN, TX, AZ, ID, MT, IA, UT, VT, SD, OK, and AK, all recognize a NY permit. Some of those states do so because they are Constitutional Carry states and require no permits for their own residents.

TX recognizes NY permits by executive order of Gov. Rick Perry.

OTOH, as with MA, NY will not recognize any other states permits.

BS!

Florida does not have a non-resident CCL, The same CCL issued to residents and non-residents alike, with the same rights and privileges thereto pertaining. It doesn't even have a place for your address. That's just a technicality, because Florida clearly recognizes their own CCL, regardless of the residence of its holder. They don't recognize CCLs from other states per reciprocity, unless the holder is a resident of that state.

Maine, Michigan, Florida, New Hampshire, South Carolina and Colorado will only honor "Resident Permit/Licenses" from the states they honor. Pennsylvania doesn't have a law that states they only honor resident permit/licenses from the states they honor but their AG is doing it by Reciprocity Agreements that state in them "Resident Permit/Licenses Only." So if you are going to carry in any of the listed states above check to see if they honor "Your Home State" permit/license.

What he said! ....and him, too! Appreciate the back up remarks!

Funny thing, when I went to CO last year I called the Attorney General's office to ENSURE that my CHL was good there. It's good to double check these things, even if we all know that everything on the Internet is true..............

Thanks Gary. Also, thanks to all in this forum that contributed to my original thread. I've tried my best to comprehend the law as it applies to CCW. A can of worms for sure. It's a darn shame that we (responsible gun owners) are put at substantial risk with the law because of the convoluted mess of statutes that our "representatives" in office have created. To do this right I need to consult with a team of lawyers before I travel from NY to FLA with my handgun. What a mess. To all....hold them accountable to "we the people"...DON"T let up. The NRA is going in the right direction!!!!

Default Why A Federal Reciprocity Law Is Needed

Reading all these threads iust enforces the reason a Federal Reciprocity Law is needed and should be passed. I vacation in Florida and being a retired LEO wanted to carry when I was there. I went to a gun show in the 1990's in Palm Beach and was pleasantly surprised to see the Palm Beach County Sheriff's Department giving classes to get people their CCW licenses. I got an application, sent it in and within a month I was licensed. I have renewed my license 3 times since I first got my first one. Thanks to President G.W. Bush, HR-218 the cop carry law was passed in 2004, so now I am able to carry in any state without a permit. It's nice for all LEOS, but I strongly feel that anyone who took the time and trouble to apply and go through background checks to get a CCW license should be allowed to carry anywhere in the US, PERIOD. Driver's licenses are recognized and marriage licenses are recognized, so CCW licenses should be too. This whole thing is just a power play by over zealous politicians to restrict our 2nd Amendment rights. Here in New York, Senator Chuck Schumer, who has an unrestricted NY CCW license and has the same on a federal level, is dead set against allowing others (except himself) to exercise their 2nd Amendment rights and actively tries to pass laws to disarm all off us. He recently voted on a UN proposal to ban civilian firearm ownership in the USA.
Now that there is new group of politicians going to run the country, one of the laws that should be re-introduced and passed is a Federal Reciprocity Law. I recently attended a Constitutional Dinner where Larry Pratt of Gun Owners Of America was a guest speaker, and Mr. Pratt spoke of the need and importance of getting this Reciprocity Law passed. I could not agree more with him, and am glad to see he and his GOA will do whatever they can to see this through, and get it passed.

The only difference between a FL resident and NR license was the address, and addresses are no longer being listed on the license.
When did FL started issuing CWFL without bearer's address?
My license was renewed in 09, valid till '16 and still has my address.

In contrast, years ago, my NY application took 8 months.

So what was the process that you did to get yours?

I enrolled in a local Florida CCW class. As part of the class a notary was present and a local police rep took a photo and provided fingerprint service. I got the application from Florida's website and had it completed prior to the class. Mailed the application with the photo, fingerprint card, proof of training (see their website) and the appliation fee. Also, Florida provided me with the ability to track my application online, very cool.

On 8/5/11 I added to the Florida page at Handgunlaw.us that FL was no longer putting the persons address on their permit/license. It was a little while before that date that they started not putting your address on them. Most likely around 7/1/11.

Default Florida non resident concealed carry license

One needs to stay up on all the gun laws when carrying. I didn't and had no issues, but could have.
I moved to Texas in 2009.
Rrsidency requirement was 6 months, but when speaking with DPS, I had told them at tge time I had a non resident from Florida for 15 years.
At the time, they told me the only thing required was to put my texas address on the non resident Florida license, which I had done.
Since then, about 2015 florida had an asterisk for carrying in Texas and several other states. The footnote pertained to states like MI and the southern states required that one had to have license from the residing state.
I had seen on texas gun forums guys getting non resident AZ licenses that live in TX. Not sure why they did this.
I had my Florida licence for 23 years and renewed last summer. I don't know why I wasted $92 for renewal being that as a resident of Texas, I have a ltc which is good in 30 plus states. My FL license is only good now in Florida because other will not recognize non residents.
With Trump talking about reciprocity laws, i am even holding off on getting a utah or idaho non resident to carry in Nevada. We recognize Nevada and Wisconsin, but they don't recognize texaa residents or florida non resident.
I thought I would pass on this info to those that don't realize like before florida non resident no longee works for Texas, AL, LA, AR, MI like it once did.
Interesting too is that in Florida I can carry just about any type of weapon including a collaspable baton known as an asp. You do that in Texas and it is my understanding that is a felony. In Texas and many other states it is a license to carry, which means hand guns only!
When I was up in Wisconsin last summer, my friend showed me his Wisconsin carry. I couldn't believe that something so important, there waa no photograph!
Stay up to date with the laws is my advice!

You have a lot of incorrect information in your post. I suggest you go here for a good source of what states honor what permits.

My completed Florida packet gets sent off tomorrow. My wife will apply in person next time we scoot down there. Everyone agrees they have it together with thier firearms permit system. We recently bought a snowbird nest on the gulf west of Tampa. We enjoy our time in Florida.

There is a special law in Washington D.C. that allows members of the Congress and Senate to keep firearms in their respective offices.
