WOW ! I hate those courses of fire with all those vision barriers !!
Nothing but a accident looking for a place to happen.. RO's have to be Super careful and triple check range being clear on those set-ups.

Impossible to know. The range should have been cleared prior to the video starting. The range officer should have called the range hot loudly and clearly before shooting began an the gentleman on the range should have called the range cold and made his presence known at this point. Not sure if the failure was in the hot statement or the lack of response. This is why I prefer shooting on my own private range. I know who's there and I can account for them.

From what I read it seems like the range officer did call range hot. Apparently the guy on the other end is deaf or partially deaf. Either way he has a hearding problem and you can clearly see he didn't react until he physically saw the guy shooting. Otherwise you'd think he would have reacted when during the dozen other shots.

Only one person; Range Safety Officer. It is his responsibility to ensure the range is clear prior to starting the course of fire.
Worse, the timer (not necessarily the RSO, but probably is also the RSO) should have seen the man down range before the shooter did. If you watch the video closely, the shooter notices the man down range and looks back at the timer who only then calls a stop.
This was a tremendous fail all the way around. Not the shooter's fault at all. In fact, I give the shooter kudos for noticing the man down there. I've seen many guys so focused on their shooting that they wouldn't notice a bus drive in front of them.
