Kansas IS Constitutional Carry
Constitutional Carry. No papers, no permit, no fee's, no approval. Let the hand wringing begin.

Sure wish GA & FL would do that. My Seasonal route would be complete w/o non-resident permits.

My only question is how it will affect LEOSA qualification for retirees and reciprocation with other states that currently recognize KS but still require permits?

Governor Brownback signed SB45 into law today. Becomes effective on July 1, 2015!

Patricia Stoneking, the president of the Kansas State Rifle Association, was instrumental in getting SB 45 passed. She authored a FAQ sheet about the bill (now law) that is posted on the KSRA website. Here is the link: http://www.ksraweb.net/PDF/SB%2045%20FAQ%2001-22-15.pdf

That is great news for sure. Look's like the States are starting to move in the right direction, and enact common logic . Now all that is needed is for the remaining 44 States to man up, and get things done right.

My understanding (correct me if I am wrong) is that this law applies only to Kansas residents. Non-residents may still be held to another standard (out-of-state permit, reciprocity agreement, etc).
If I were not a Kansas resident I don't think I would plan on walking around in Kansas with a concealed handgun without some clarification.

I wonder if Kansas and Colorado could do a governor swap, even just for a little while? Heck we would even throw in a couple state legislators and some legal marijuana for free.

Aloha,
The Absolute LAST state to do anything positive for gun owners
will be HAWAII.
A major reason Why the Wife and I are Hoping to move to
Texas Hill Country when she retires in 3 years.
Vast majority of gun owners are willing o put up with government BS.
They get what they put in (or Don't)

Kansas is a done deal, signed by the Governor. Becomes effective July 1st. It is for legal Kansas residents only. Out of state folks still need a reciprocal CC permit.
We are the 5th State to enact this. I pray for more and that they become reciprocal too.
A lot of the hand wringers bemoan untrained folks with guns. We know it is for self defense and we know we are not the Police.
I for one will use but not abuse it.

I am not a lawyer, and legal documents can get confusing to me, but I don't believe that there is a residency requirement in the Kansas Constitutional Carry bill that was signed by the Governor.
