MN Drops AR, OH, OK and TN. . . MO Now Permitless Carry State
Missouri’s new law goes into effect 1/1/17 allowing permitless carry. Their new law doesn’t state you don’t need a permit but now states the Unlawful Carrying of a Firearm only applies to someone carrying a firearm into one of the places listed in state statute that is off limits by statute. Carry on posted private property is listed as a place off limits but that is the only place they have to ask you to leave first before a person carrying under permitless carry would be in violation of the law. The Minnesota BCA has released a new list of states Minnesota will Honor.
Administrative Services -
Permit to Carry Reciprocity
They have removed Arkansas, Ohio, Oklahoma and Tennessee. Minnesota will no longer honor those four states permits. They stated this in the email they sent out.
“After researching the laws of other states and communicating with their representatives, four states are no longer eligible for reciprocity because their state laws include age and training exemptions that are “NOT similar” to Minnesota laws that mandate a minimum age of 21 and require specific Permit to Carry training for all applicants. These states are: Arkansas, Ohio, Oklahoma, and Tennessee.”

Edit: I should have stated in my post that Arkansas, Ohio, Oklahoma and Tennessee will continue to honor Minnesota. Those four states honor all other states permit/licenses.

Ugh. I hate to see my state removed from another state's reciprocity. I really wonder how many licensed Okies are up there causing problems in Minnesota with our inadequate training and requirements...

AR is 21 or older. Not sure what the problem is on training ,AR training is very safety oriented.

I agree with not understanding the Arkansas being dropped. We have a handgun handling and shooting test at a range and a State Police background check and a minimum age of 21.

Sounds like more beauracratic bull!
Here are TN Regulations for HCP(regarding exception to class and range tests). :
Effective July 1, 2005, Tennessee handgun carry permit law will now allow certain applicants already exempt from complying with firing range provisions of the current statute to also be exempt from any classroom requirements. Those current exceptions are applicants who prove to the department that within five (5) years from the date of application for handgun permit, the applicant has:
Been certified by the police officer's standards and training commission, or
successfully completed training at the law enforcement training academy; or
successfully completed the firearms training course required for armed security guards; or
successfully completed all handgun training of not less than four (4) hours as required by any branch of the military.

Somebody correct me if I'm wrong, but I believe both AR and TN now allow those 18-20 to carry if they are current or former military (I'm not sure on the specific details). I believe this is the reason for MN dropping AR and TN.

think this is what the reason is for Arkansas
(B) Eighteen (18) years of age and is:
(i) Currently a federally recognized commissioned or noncommissioned officer or an enlisted member on active duty in the United States Armed Forces;
(ii) In the National Guard or a reserve component of the United States Armed Forces; or
(iii) A former member of the United States Armed Forces that has been honorably discharged;

Indiana is taking about doing away with their permit but what bothers me is what happens when you go to other states.

I can't speak to the laws of other Constitutional Carry states, but Missouri kept the permit process in place for those who wish to carry out of state. In state CCW, no permit needed. In state open carry where required by local ordnance, need a permit, which would also allow out of state CCW.

KS also has constitutional carry. No permit required and carry can be open or concealed. We do have a permit for out of state travelers. In KS, by law, if one has a LEOSA permit, they can carry anyplace an active officer can carry. I would like to see a simple federal constitutional carry law, with minimal restrictions.

This is why I love Missouri. A truly great and free state.
Your not a felon, a wife beater and are a law abiding tourist visiting family and friends in Missouri bring your firearm, in the car or on your person and enjoy the freedom of our 2A which our forefathers fought, bled and died for.
I cannot think of a finer state to call home.
Way to go Big MO.

a license to carry "should" be recognized like all other licenses are...
drivers, marriage, etc.

Yesterday there was a pre-filing bill in the Texas House for Constitutional carry. Will be interesting to see what happens. At present Texas allows both concealed and open carry with a license. Note: After one year in force, I have yet to see anyone in Texas carrying openly, except for cops of one kind or other.

That's what WA dropped TN for. What I don't understand is, if they can serve our country & risk their lives for us, why the heck can't they carry there...or MN?
That's fine...we still show southern hospitality...they're welcome here.

MN did the same thing to TX. MN has a "hard" minimum age of 21.
