Dont know the process for NJ , the NRA might be able to help you with info.
I would keep abreast of the upcoming law changes after Nov 20th as there is an effort being launched in Congress that CCW permit of any states be valid in every state just like the Drivers licenses.
Will be interesting as it is proposed would also allow citizens of states with Constitutional carry to carry in States like NJ as well.

Florida issues CCW permits to non residents as well as full time residents so if the bill passes one could legally get a non resident permit in Florida that would have to be honored in NJ.

I think a lot has to do with where you live since the initial approval comes from the chief of police of your town. Once that initial approval is done, the county judge assigned to handle CCW permits usually rubber stamps it. However, I can tell you that for example if you are involved in security or an armored car service, the permit will be stamped in the restrictions area: "Valid only and during in the course of employment."
The only way to get around that restriction is if you have an employer that will vouch for you (should you get snagged) that you are on an investigation that may been at 2:00AM......
When I was stationed in NJ (1980's), I knew folks that had that type of NJ CCW, but the permits all had that restriction.
Fast-forward to today, maybe things have gotten worse? Not knowing anything.....I suspect that they didn't get better for firearm owners in NJ.
I would recommend you could get in front of the judge and petition the judge for an unrestricted permit, but I am not optimistic about it being approved......

As Zebra War Wagon said, it depends to a degree on where you live. Business owners have a slight chance of getting one, regular citizens, less than that.

Even retired police officers have restrictions (ammo) and have only been allowed to carry in NJ ( on a state basis) shortly before LEOSA went into effect.

I have an acquaintance who (retired now) ran a gun shop in northern NJ, he was turned down on his renewal, he spent thousands on appeals to get it restored.

That said, I noticed in your profile you show a LEO shield. Why do you need a carry permit?

If you are LEOSA qualified then Federal law trumps NJ local laws. You might beat the rap, but likely won't beat the ride if the ofc is not sympathetic.

A quick review show the local Police Chief (sometimes a more regional Police authority) makes a recommendation to a judge and then a judge makes the final decision.

I have seen quips, probably with some degree of truth, about it's not what you know but who you know in "may issue" states so I guess a good relationship with the Chief of Police and deciding judge in your locale would help? Seriously, would it be a good idea to introduce yourself to your local decider of your second amendment rights?

I did a money transfer from one bad city to another bad city in NJ (can you imagine that ) and was told I would be wasting my time and money to apply. It don't hurt to try though

Nick,

Personally, I think that you would have a much better chance of establishing a successful snow cone business in Hades than you would of getting a carry permit in NJ. Christie had mentioned an administrative change, that has not taken effect. The key point is that the applicant is required to show the existence of a specific (on going) threat to their personal safety, and that has often been ignored.

It is my understanding, that in NJ, a applicant for any firearms permit can be denied if they were the victim of domestic violence, and it is an automatic disqualifier when applying for an FID or purchase permit if the stated purpose of purchase is for self defense. It is my understanding that even Superior Court judges that deal with violent criminals are denied carry permits.

With respect to the proposed national reciprocity legislation, I would not hold your breath. In a draft that I read, it stated that reciprocity would apply only to states that issue carry permits. Since all states issue permits, but you have "may issue" vs "shall issue" states, I can see this reciprocity being mandated among "shall issue" states. In the latest version that I read, the emphasis is that permits issued by your state would be granted reciprocity, suggesting that non-resident permits could be left in the cold.

One point that needs to be recognized and corrected, is that the NJ state constitution of 1947 doesn't grant residents the right to self defense, and thereby obligates anyone in fear for their life must exhaust all avenues of escape before they can employ lethal force in self defense.

While it is a wonderful idea, and I wish it luck, the idea that a reciprocity nationally with CCW (if ever) is many years away. The dramatic differences in qualifications to obtain a license from state to state would all need to be changed to meet a national standard. Drivers licenses already have nearly the standards for testing and requirements.

So as another said, I'm not holding my breath.

I moved from NYC to PA, that was the easiest way for make to get a carry license. The same would help you. PA treats law abiding citizens as they should be treated.

I spent 64 years in NJ and moved out of state to get away from the politics of concealed carry (or lack thereof). Move to a free state...Pennsylvania is only miles away. Good luck!

Do more research. Being a Special Officer in NJ does qualify you for a permit under LEOSA. You must have served for at least ten years and left in good standing. The difficult part may be getting your department to issue an ID card; there is no requirement under LEOSA to do so.

The CC N.J. permit I had in the late 70's and early 80's had that restriction of only good while on the job of transporting gold,silver and cash.

actually it may be possible for some Specials to qualify.

There are two kinds of Special Police Officers in NJ, Class I and Class II.

A Class II Special has full police powers (is armed) and has to complete a full police academy. Many Class II's are hired seasonally (especially in the shore / resort areas), and some cities (Newark comes to mind) maintain a corp of specials in their housing projects and other non line assignments.

In fact, recently passed legislation allows retired regular officers to be hired by a school district as a Class II Special.

So it would appear that if one could serve the equivalent of ten years, and obtain the required photo ID from the Chief of department, someone would seem to qualify under LEOSA.

I have friends in NJ, do some research, you may get lucky...
..but myself and others are law abiding citizens(except for this law)...its a risk you take... And only you know whether it worth it to you or not.
