This particular incident is no indication at all of the world having gone mad, unless you count people doing stupid things.
These two sterling examples of American youth
(we have another name for 'em down here) were firing their high-powered semi-automatic rifle in the direction of occupied dwellings. That's illegal, not to mention incredibly dumb and dangerous.
That's why they were arrested, charged with wanton endangerment, and their weapon seized. I know you don't need me to tell you that rifle was going to be seized as evidence whether it was equipped with a bump stock on it or not, and it's certainly no infringement of their Second Amendment rights.

This happened March 29th. If you read any of the several news stories about this, you'll note that the guy, an army veteran named Jerron Smith, had been arrested and charged with attempted murder
before the order was signed to confiscate his weapons. He refused to relenquish his guns when law enforcement went to collect them. So they were seized...and justifiably so. He was also arrested (again) for refusing to give up his gun(s). His bail was set at $100K.
He fired shots into the back of a guy's car who was
driving away from him after returning his cell phone. The man was supposedly his friend. Now news reports have to use the term "allegedly" in regards to the shots fired, but we all know those bullet holes didn't just magically appear in the other guy's car, don't we?
Smith committed a crime. Why should anyone be surprised or upset that his guns were confiscated/seized as evidence? He may or may not be convicted, but if you go outside and shoot at someone because you're mad at them, the cops are gonna take your guns away and you'll most likely get a free ride down to the jailhouse. And you'll probably stay there a while. You might or might
not get your guns back.
In 2017, Smith had threatened to shoot a woman who was a passenger in a car that was in his driveway. In 2016, he threatened someone with a knife.
The guy's shown a propensity for violence, particularly with a gun on at least two occasions.
It wouldn't bother me one bit if he was never allowed to own another gun in his life.
