Default PA Drops VA. . . Adds ID and AL. Will Now Only Honor Resident Permits!!!!!!

The Pennsylvania Attorney General has made some major changes to Pennsylvania Reciprocity and most of it for the worse. The only good part is they will now honor the Idaho Enhanced and the Alabama Permits. The bad parts are they are going to stop honoring Virginia May 17, 2018. The only reason the date is one month away is the signed agreement they have with Virginia states they must give them a month if they wish to stop the agreement.

They have also signed new agreements with the all the states they already had signed agreements with and they all state now that they will only honor that states RESIDENT Permits!

PA had already resigned with VA, FL, UT, and a couple other states a few years ago and that wording only allowed for Resident permits from those states. Now they are totally only honoring Resident permits from the states they honor. This has the most effect on residents of Maryland, New Jersey and New York who live near the border with PA. Previously they could still get a New Hampshire or Texas Non-Resident Permit and carry in Pa with that permit. No Longer! Most can’t apply for a PA Non-Resident permit as PA statutes state to apply for a PA Non-Resident you have to have a permit from your home state. Those 3 states don’t issue to us common folk!!!!! You can read their new Reciprocity wording as put out by their AG and see all the new Agreements at the link Below. https://www.attorneygeneral.gov/wp-c...ty-Summary.pdf

I have been working all evening making all the changes to Handgunlaw.us updating all the pages that this PA changed caused.

If New York won't honor Pennsylvania carry permits, why should Pennsylvania honor New York's?

It seems like when it comes to CCW permits, we are returning to the way it was some 20 years ago. Sad.

"Most can’t apply for a PA Non-Resident permit as PA statutes state to apply for a PA Non-Resident you have to have a permit from your home state."

This makes sense to me.If you can't be bothered to have a home state permit, why should they grant you a visitor's permit?

Problem those from states bordering PA, NY, NJ and MD won't issue a permit to the common folks. So they would come into PA to shop and even for recreation as they had a non-resident permit issued by NH or TX and that permit was valid in PA. Now that those non-resident permits are not valid those common folks like you and I from those border states can't legally carry in PA as PA will not issue them a non-resident PA permit because of the catch 22 that their MAY ISSUE state will not issue them a permit.

Is it too much to ask to carry from state to state to get easier, NOT harder?

Just be sure to get a separate drivers licence for each state you want to travel in. (Residents of MD, NY, NJ require an acceptable reason to be granted a licence.)

New York State doesn't honor any out-of-state permits. New York City, which, as you know, is part of New York State, does not honor New York State permits. Non city residents must obtain aa validation which amounts to a separate permit together with separate fees.

Since I travel to PA a lot I obtained a separate PA license. Not difficult just fill out form and then show up in person to get it at Country Sheriff office. Note: Not all counties issue to out-of-staters, but those that do make it easy.

I am guessing this is just more liberal attempts to do anything
to make gun ownership/possession harder. Remember...how
do you eat an elephant? One bite at a time.

Why do individual states make this conceal carry so damn confusing when traveling though another state? Do IQ's and gun handling skills drop significantly when entering a different state from ones legal residency? NO! Protecting ones self is the same in PA as NY or MT. What part am I missing? Seems to me it's just a state government pounding their chest to dictate who's in charge? As if legal gun owners aren't being attacked enough. I'll use a left term on all this: I CALL BS!

You know that is too bad for the residence of NY NJ and MD, and I am not saying I agree with our AG's decision, but what about us poor PA residence? I don't think there ever was a "loop hole" for us to carry in any of the mentioned states. Just saying.

Pennsylvania Attorney General Josh Shapiro, a Montgomery County Democrat, says he "supports the Second Amendment", but he's one of those people who follows that with the word "but".

A Shapiro direct quote from Penn Live: "I'm a strong backer of the Second Amendment, but even [among] those who are strong supporter of those rights, I'm not sure we really need to have those weapons in hands of the public."

(The italics in the above quote are mine)

The "those weapons" he's referring to are what's commonly known as assault rifles. He also calls them "military grade weapons".

Shapiro is also in favor of universal background checks.
