Concealed carry while bicycling
I have been carrying a Ruger LCP in a clip on IWB kydex holster while bicycling here and there. Lets just say that retention has become a concern and I'd like another grab and go rig to go with shorts and a tee shirt.
Are paddle holsters OK without a belt? I'm open to any and all
discussions on this subject.

I don't cycle anymore, but walk wearing shorts a lot.
J frame revolver snub in a pocket works for me. A lightweight like a 442, 642, or 340pd.

Used to carry either a steel revolver or P32 whilst mountain biking. Used chest holsters.
Tried a Glock 19 IWB for biking. That was a disaster. I went back to chest holsters.

On a recumbent, pocket carry in the jersey or a chest holster.
Seat bag is a possible alternative.

Long time paddle holster user here. Without a belt is probably going to be a no-go. It is for me. YMMV.

Anything in or on the waist will be a problem while cycling, just to much exertion of the big body parts.
The suggestions for a chest type holster seem best, I have used a fanny back holster I would rate it about 6 out of a scale of 10, still way better than IWB.

For bicycling, I have a fanny pack designed for concealed carry. It will hold up to a full sized 1911 and a few extra rounds.

I have used a handlebar bag for J frame sized 2” and a triangle frame bag (top tube/head tube attachment) for medium sized revolvers, but I rode for recreation and don’t leave the bike.

I don't always carry while bicycling but when I have, I've used several different methods. How I carry depends on what I'm wearing and the type of riding I'm doing. Most of my current riding is recreational and I keep the distance to under 20 miles, both on and off road.
In cooler weather, when I'm wearing jeans (yes, I bike in jeans) and a coat or sweat shirt, I'll wear a small revolver or pistol in a belt slide holster or an OWB paddle holster. Both of those holsters are leather and have a thumb break and are easily concealed by the jacket I wear. Sometimes, when I'm feeling the need to carry a full size semi-automatic, I'll use my Vedder IWB Light Tuck which also stays well concealed with a jacket. The IWB holster tends to cause more sweating than the OWB holsters so if I'm going on a ride for "training" I usually will not use the belt holsters.
When I'm riding with clothes without a belt but still wearing a jacket, I'll use a pocket holster in the jacket pocket. When I'm not wearing a jacket, I'll use a fanny pack that has two pockets. One pocket is for the bike tools, extra tube, etc. while the other pocket is just for the pistol I've decided to carry.
I tried using my vertical shoulder rig a few times but that is too uncomfortable for me. I do not have a chest holster, but now since I've purchased a Governor, I am looking into getting one. I think that will be the best way to carry the full sized revolver.

Fanny pack! Worn right in front of you, easy to unzip and get to the gun. Everything else comes in second. I tried it all. My fanny pack was the answer, plus it held my keys and phone.

Depends on the "bike" used
These guys don't seem to have any trouble with OWB....not exactly CC, but looks comfortable enough.

On a bicycle, regular or recumbent, the only thing that works for me with shorts and t-shirt is a belly bag.

Purpose-built concealed-carry fanny pack, worn in front. Probably some regular fanny packs are OK, too.

You didn't mention what kind of shorts you are wearing? A pair with belt loops and a belt would be different from riding shorts that don't have these, or pockets. A belted pair of cargo pants opens up several carry options depending on how hard you are bicycling.
That said, the waist/belly/fanny pack worn in front is a very good option.

In the distance past I rode my bike carrying a Walther PPK Stainless in a small pack on my back. I placed the pistol in a baggie as I would sweat thru my shirt and the pack itself. Probably slow to acquire when needed, however, just being the gave me comfort. It is rather hard to conceal anything in the skin tight shorts or the bib style I preferred.

IMHO, on body carry while cycling or running is going to become a pain very fast, and a retention concern as well. I hike with a chest holster, but running causes the gun to beat against my body. Might work on a bike. Desantis gunny sack would work well. I used one back in the day when I still jogged and it was as comfortable as possible. Good luck in your search.

I have carried my Shield 9mm, OWB at 3:00 for years with just a loose fitting T-shirt for cover. No problem.
Don't recommend anything carried in something mounted to the bike because it's possible for the bike and rider to become unintentionally separated, before retrieval of the gun!

I'm guessing that by "bicycling here and there" you aren't doing all-out roadie fitness riding or mountain bilikg to an exreme degree.
I've had some satisfaction using a chest rig from Hill People Gear. I also looked at something called a Rhodesian Runners rig. My HPG rig works well for biking, X-C skiing and hiking with a small or large ruck or backpack. Several sizes available.

Fanny pack gets my vote. Have Carried a J frame size revolver, cell phone and keys while moving on my zero turn lawn mower or working in the yard. I rotate the pack from a 12 o'clock to a 9-10 o'clock position depending on what i'm doing and what position is the most comfortable. On a Bike, I would think 9 o'clock would be best. JMO.
When just walking, I carry AIWB.

I've been rehabbing an arm injury for a while and have just gotten to where I can ride a bit without a lot of pain. AT one time, I rode a lot.
I'm going to dig out the holster trunk, (yes, I have a trunk full of holsters I add to almost weekly), and try a bunch of options.
I'll post pic and thoughts as I go if there's interest.
