Current LEOSA certification will expire...
...this month and the Maryland Police and Corrections Training Commission has canceled all classes for an indefinite period.
Contacted my Congressional representative with an explanation of the problem. It does not affect just me; daresay thousands of LEOSA qualified folks all around the country are similarly affected.
For the record, not looking for sympathy. Have a Maryland permit that is still valid and about the only smart thing our governor has done is waiving/extending expiration dates for just about every state permit or license that is issued. (e.g. building permits)
Will update if I get any pertinent information. Please note that LEOSA is federal law thus no state can waive the annual qualification requirement. However, if you have any pertinent info please relate it herein.
Be safe.

I received an email from the president of FLEOA, (Federal Law Enforcement Officers Assoc.), that they are trying to get a resolution passed by congress that will allow LEOSA carriers to be exempt from re-qualification until the "emergency" is lifted.
Will post further info here as received.

That’s terrific.
Thank you. Okay if I share that info with my Representative’s office?
Be safe.

Absolutely, and you're welcome. I deleted the email but I'll look to see if I can find it on the site.

Okay, here's the text from the letter sent out by Larry Cosme, FLEOA National President:
Quote:
Law Enforcement Officers Safety Act (LEOSA):
We have heard from members around the nation that, as “stay at home” orders have taken hold, many states have suspended LEOSA credential processing or qualifications. This places qualified federal law enforcement officers in a potential precarious situation of either having an expired or non-existent LEOSA qualification. In discussing this issue, we have been working with a coalition of law enforcement groups. We found a solution with federal statutory bill language drafted by the Fraternal Order of Police (FOP). We are working with the law enforcement groups to get this bill introduced. If passed into law, the bill would provide a blanket federal waiver of LEOSA requirements from the date the President declared a national emergency until it is declared over.

Thanks for the post. I'm in exactly the same situation. Was supposed to attend a re-qualification April 26th and it's been cancelled. I'm also covered as I got my OH CHL several years ago to cover me just due to scheduling difficulties of getting re-qualified.

Agree. Now, in hindsight, my current state license, good for another year and a half, no longer seems "redundant".

Spot on!
Thanks, again, blues7.
Will forward the info you provided to Congressman David Trone’s office forthwith.
Ditto re: your state license. Got mine to cover carry of a revolver as I LEOSA qualify with an auto loader...AND to cover any gap(s) in yearly qualifications. Never foresaw this, of course.
Will provide updates herein as I get any.
With thanks to all who have replied...
Be safe

I normally qualify in June through my department so thanks for the heads-up. I’m going to check and get the word out to our VA retirees.

I have many, many classroom hours and hundreds of hours of range time in close proximity to instructors, rangemasters and hole counters and taught proper firearm deployment and ethics at the state and federal level.
It has been so long since I had any firearms 'training" that when I left the business I dropped the retired leo certification process and took a concealed handgun permit course just to give my lawyer a quick distraction to throw at the jury if I really screw up.

A Presidential Executive Order may be a faster way to solve the problem. Trump has always been on he side of law enforcement.

Since my state issues lifetime handgun licenses to retired law enforcement officers at no charge and the fact that my travel has been extremely curtailed, the LEOSA really isn't necessary at this point. I still have another 6 mos. to qualify anyway.

I would contact my representative; however, the only thing he hates more than a gun is a law enforcement officer. His wife is a notorious gun grabber who founded North Carolinians against Gun Violence in 1993 and has fought for every hair brained gun control scheme ever invented.

I used to get replies from Burr but I guess he go too busy checking on his portfolio.
Tillis usually replies with a response actually tailored to the topic your message addressed.
Meadows, (our former rep), used to answer also but stopped a while back...way before he decided to move over to the White House.

I should have been more precise in my post.
While I got an automated reply from Tillis, I doubt I'll get any action from either. One is too busy working on his post-government lobbying job and the other too busy being himself.
I did send a request to President Trump's office to look into the possibility of an executive order to delay qualification.
Don't know IF that is possible due to the language of the law????

He's on the side of law enforcement only when he's on the right side of the law. Otherwise he's not so fond it seems.

My LEOSA certification expires in June and my department has always set aside a day for retirees to qualify. My retired creds allow me to carry state wide, but we’ll see what happens once things return to normal.

State Fee
Here in NC, besides finding it difficult to find someone to administer the requisite FLEOA course, the state tacks on an additional fee for themselves. In effect, it amounts to a second concealed carry license over and above what you already have.
The course must be taught by a "police" firearms instructor, in effect, blocking firearms instructors on the federal level from administering the course.

Other locales let civilian firearms instructors conduct the course. There are also a wide variety of courses for the qualification. The last time I qualified, I did so with officers of a local department. It was their qualification course. The times before, it was a much easier and simpler course. One must dig to find out about the quals. I'm lucky to have a buddy that is a retired local cop and he keeps me informed. I can't complain, because it costs me nothing and the officers who run the quals have been very accommodating to this old man. It would be nice to see things standardized though.

Same situation here, we had two prospective range dates, the first one has been cancelled. KS is unique in that any law abiding citizen can carry, open or concealed without a permit. As I rarely leave the state, I can carry without LEOSA if I have to, but it needs to be handled properly and re-instated. That is the least government can do for all of us who risked our lives to keep society safe.

Thanks for the posting. I have received no information regarding retiree qualifications during the lockdown. I contacted a friend who is still active and he said all firearm qualifications for working officers have been suspended. I’m scheduled for a June renewal. I’ll call then and see what happens. We’re all on “standby for further information.”

According to our FOP the feds have granted an extension on the required qualification until Aug 1. I cannot confirm. The FOP is suppose to be sending out the info. That is the only place where I've heard it.

I have to admit I was wrong
I just got a telephone call from a staff member from Senator Thom Tillis' office in DC telling me that he received my E-Mail about LEOSA qualification and that he would personally speak to Senator Tillis about the issue. He left his direct number and told me to call with any further concerns.
On the other hand, Senator Burr must still be too busy interviewing for his after-term lobbying job to respond.

Thanks for this thread; I look forward to a resolution.
Luckily I qualified March 2nd, and my CCW is good for 4 more years (no charge for renewal, good for 5 years).

Pretty much what I predicted in my earlier post. We may not always agree with Tillis, but at least he listens and responds.

I just emailed my representative asking to introduce or support legislation to extend our current qualification card. I know it is fruitless to email the two Dems in the Senate.

Been expired for a while. Since I retired 10 years ago, my department has had one qualification. I'm sure many other retired LE find their selves in the same boat.

Unless something has changed here in AZ in the last week or two, The AZ Highway Patrol (aka: AZDPS) Who is in charge of processing and issuing the LEOSA permits is still doing so. My agency is one of the few who provides live range & simulator qualifications for retired law-enforcement officers and we’re still providing the service when we have time.

MA has shut down all ranges, gun shops, etc. as "non-essential". They also decertified all of us who were certified by Mass State Police to run the LEOSA qualification class as well as the classes to qualify for a firearms license. It isn't likely that this will open up until late in the year at the earliest as the governor is a staunch anti-gun person. He's currently being sued in USDC but I doubt that it will be resolved before next year. My LEOSA cert expires at the end of July, so it would be nice if the Feds grant us an extension.

Well, nothing like making political hay during a health crisis. Thanks for keeping us posted on this, Len.
My LEOSA runs out at the end of July as well. Thankfully, I have my state permit to fall back on.

Fortunately here in No Idaho we are still able to quality for HR 218. The Sheriff is open to process renewals for all types of licenses.. They are not taking civilian new applications at this time. No permit is required for open or concealed carry for residents and non residents..

MA update. They agreed that if we had a teaching location outside of MA that was open, we could still run a LEOSA (or LTC) class. I belong to a club in Londonderry NH so I could teach there as long as I do it all outdoors (and we have no electricity on-site). I have a LEOSA cert class scheduled for a client in mid-June after he returns from his Winter home in SC.

Additionally, there was a Federal lawsuit filed against the state and the judge ruled that under very restrictive guidelines gun shops could re-open (NMT 4 transactions/hour however by appointment only). The judge was going to hear testimony on re-opening ranges on 5/29.
However, to head us off at the pass, the governor allowed gun ranges to re-open under a list of CV-19 requirements effective this week. So each gun club is trying to decide what to do. My thoughts are that my MA club won't allow classroom use, strictly the outdoor ranges (they are holding a special BOD meeting on Wednesday). So this will work for LEOSA but not any other class that I teach.
