New Mn drivers license manual advice for carry permit holders
This is the new MN drivers license advice for carry permit holders :
The Minnesota Driver’s Manual already includes guidance for motorists stopped by law enforcement. The new language outlines in further detail what drivers with firearms should and should not do during a traffic stop. It also describes what motorists can expect from law enforcement.
Highlights of the guidance for motorists with firearms
The new information in the Minnesota Driver’s Manual advises motorists with firearms to:
•Keep their hands on the steering wheel as the officer approaches.
•Let the officer know they have a firearm.
•Tell the officer the firearm’s location.
Drivers should not:
•Reach around inside the vehicle.
•Get out of the vehicle unexpectedly or approach the officer.
The new language also outlines what drivers can expect from law enforcement during a traffic stop. While every traffic stop varies based on the circumstances, drivers can generally expect the officer to:
•Greet the driver.
•Identify themselves as a law enforcement officer.
•Obtain the driver’s license and proof of insurance.
•Inform the individual of the reason for the stop and explain the circumstances for issuance of the citation or warning.
•Check both the validity and authenticity of the driver’s license.
Other advice for drivers during a traffic stop includes:
•Stay calm.
•Slow your vehicle and activate your turn signal.
•As soon as safely possible, pull to the right shoulder; or if on a multi-lane road and closer to the left shoulder, move to the left shoulder if there is a full lane to park.
•Avoid stopping on a bridge, curved part of a roadway, or within the lane of traffic.
•If the traffic stop is made after dark, turn on your vehicle’s interior light.
•Keep all doors shut, and remain in the vehicle unless directed otherwise by the officer.
•Keep your hands on the steering wheel so they are easily observable.
•Give the officer your full attention.
•Do not make sudden movements or search for your driver’s license or vehicle documents; wait for the officer to give you instructions.
•If you have a weapon or firearm in the vehicle, inform the officer upon your first interaction with them.

Glad the state of MN told its citizens this, who evidently didn't figure that out on their own.

Must work about the same most places. I was involved in a fender bender and the first thing that I told the officer was that I had a gun and it was in the console. I was told to keep my hands on the wheel until the officer retrieved it. When I got it back I was handed the gun and shells separately.

Your sarcasm is duly noted.
It is a shame that common sense needs to be spelled out for some people. FYI, there is no duty to inform in the current carry law in MN.

Not positive but think the "Duty to Inform" is new.

I’m pretty sure the law hasn’t been changed. This was simply intelligent suggestions to avoid untoward consequences.

I would do all but tell them I had a legal firearm in the vehicle unless they ask me.

Must be MN specific. Here in Flatland we don't have to inform the officer unless asked. I always keep my hands visible anyway- no need to make anyone nervous.

We are not required by law to inform in MN. This new driving manual verbage does not have the force of law.

Unless I'm legally required to do so or specifically asked I don't inform the cops that I'm armed.
Full disclosure: I haven't been pulled over since 2008(ish)

Unless the law requires it you should never tell a police officer that you're armed. That is practically a verbal threat. Let them ask.
In Texas we are required to hand over our TDL, insurance card, and LTC. We are not required to say anything about the gun. Many officers just hand the LTC back and don't care. I've been pulled over a time or three and I can tell you that the "don't care" is pretty doggone common.
When I was a concealed carry instructor I always taught the students to be respectful to police, open your window, to keep their hands at 10 and 2 on the steering wheel (but turn on the inside light at night so you are visible), don't fish around for anything until the officer tells you to give him your license (and then, if you have to fish around, let the officer know what you're going to do), and then shut up. Answer the LEO's questions politely but, otherwise, don't be a jerkwad and shoot off your mouth.
Sadly, if doesn't surprise me that some states feel the necessity of putting this kind of common sense thing in print.
People love to object:
Why did you pull me over?!?!?
I didn't do anything wrong!!!
I pay your salary!!!
Are you making your quota?!?!?
And then they wonder why law enforcement officers don't treat them well.
One more thing and you can and should share this - if you are on a busy street or highway and a police car or motorcycle is behind you with flashing lights - DO NOT ENDANGER THE LEO BY STOPPING IN A DANGEROUS LOCATION. Trust me on this. You can slow down so the officer knows you're cooperating and at night you'll need a light for this but give the officer a hand signal that tells the officer you are going to (i) get off the highway or (ii) pull off somewhere safe - they'll just follow you until you get there. When they get that kind of respect they will give that kind of respect. Again, I used to teach it, and I have it done it many times - remember, I did say I've been pulled over a time or three.

Good advice, ISCS Yoda. Just try to make the officer's job easier. Show that you respect the risk they face with unknown people and things will go better. Doesn't hurt to say "thanks for doing what you do" as you part ways. Maybe you still got a ticket, but it will leave the officer thinking there are decent people in the world.
I've been pulled over a number of times with a gun in the vehicle. I did just as you described and it went well. No questions about weapons and no volunteered information. And, best of all, no tickets.

The new information in the Minnesota Driver’s Manual advises motorists with firearms to:
•Keep their hands on the steering wheel as the officer approaches.
•Let the officer know they have a firearm.
Drivers should not:
•Reach around inside the vehicle.
•Get out of the vehicle unexpectedly or approach the officer.
Glad they wrote it down, it's what I have done for the last 43 years, never had a problem. Be Safe,

Informing an officer that you have a firearm does not constitute a threat. It depends on how you say it, of course. If you choose not to mention it that is fine, but if your weapon is stored in a location that you need to access to get your paperwork be sure to tell them before you do it. Do not surprise them with a sudden and unexpected view of a firearm.

You forgot one:
Do you know who I am?
I used to call my partner over and ask him if he recognized the driver because he didn't know who he was.

"Do you know who I am?"
Hand me your drivers license and I will figure it out.
Mostly I just try to be pleasant about it. I hand them my permit along with my licenses. No requirement to inform here. Lots of people have guns in their outfits here. I keep my wallet in my left front pocket, gun on right side.
Have yet to be asked to produce the gun, and have only got a warning for a long time. Mostly speeding a bit and once for no rear plate as I left it on my slide in camper when I unloaded it.

Well I am of the school that if they pulled me over they have a reason and at some point they will tell me. I roll down my window and await instructions, keeping my hands on the steering wheel. What generally happens is that I either take my lick or am able to talk my way out og it. In Louisiana you have to tell them you are a CCP and if armed you have to disclose. Never will forget the look on the youngsters face in Texas one time when asked in I had and illegal substances or firearms in the car, I responded "No dope but plenty firearms." Full disclosure-I was lost at night , missed my turn and made a six lane sweeping u turn across an empty thoroughfare not noticing the police dar in an adjacent parking lot. I was screwed, knew it and figured hell, just make it pleasant. Kid was nice and professional professional checked me out handed my guns back and pointed me to the interstate. They got a hard enough job to do without dealing with some entitled old white a-h demanding why he was stopped.

I think it's a good thing that they published there guidelines in an official forum. The government is acknowledging the right to vehicular carry and eliminating grey areas and misunderstandings. The more our second amendment rights are discussed in official publications the better. Seems like a no brainer.

I have been pulled over a number of times and have avoided tickets more often than not, even when I deserved them. Courtesy usually wins the day. Have not been pulled over while carrying. Since I carry at 4 o'clock, I would certainly advise an officer before reaching for my wallet.

In Arizona, we have no CCW requirements at all. You can carry open or concealed with no restrictions other than entering a court house, air port etc.
Under ARS 13-3102, you are not required to volunteer to an officer that you have a fire arm in your vehicle but you are required to comply with an officers demands and/or investigation.
If I get pulled over (Last time was 1996) I'm going to keep my hands at 10 and 2 and I'm going to immediately advise the officer that I'm armed.
I don't need a book or pamphlet to provide me with God given common sense.

Good advice for ant traffic stop regardless of State. This is what We teach in our CCW class. We also add to be courteous to the officer.

In WA the DOL keeps the CPL records and a plate check by WSP or sheriff will ID you as having a concealed permit. Carrying a loaded pistol in a vehicle is verboten in this state without a CPL. I've never been asked because they already know.
Now if you happen to have a loaded pistol on your person or one in your vehicle, I find it unlikely that the first thing you're going to say to LE is I have a loaded weapon. You probably won't tell the truth when asked either.
So that gets us to why ask. If the officer has any doubt they need to search, and probably will.

That's the funny thing, I speed my *** off. I just never see a cop.
I also have my keys attached to my wallet. So, if I ever do get pulled over again my documents will be in my hand as soon as I take my keys out of the ignition.
The second to last time I got pulled over I got pulled over twice by the same cop in the same place (Ute Pass Colorado) about a month apart. (same cop = one stop in my mind)
Both times he told me before he even saw my license that he wasn't going to ticket me if my MVR was clean.
Both times I had a gun in my car. The first time he didn't ask the second time he did. I didn't say a word I just handed him my permit.
As soon as I handed him the permit HE WENT BALLISTIC ON ME. He started screaming at me and told me I had violated a fictitious duty to inform law. I just quit talking until he was done. When he got done he went and checked my MVR, gave me my documents back, told me to have a nice night and let me go.
I decided then and there I would never inform a cop I was armed again unless I was asked or required by law.
About a year later I got pulled over by the State Patrol. He told me I was getting a ticket before he even asked for my license. He never asked if I was armed and I didn't volunteer. That was the last time (knock on wood) to date I've been pulled over.

So you stayed in the car while he retrieved your weapon from the center console?
How many times did he put himself in danger doing that?
Musta been carrying a revolver since he gave you the shells back.

Yep, it was a cyl. gun. The female officer retrieving the gun was in no danger. There was one big male officer on each side of the car. All three took care of business but were very polite and nice in doing so. It was good having them there to sort things out instead of the two drivers trying to do it. I appreciate them.

I always tell em too. Last summer was the last time.
Officer: "are you carrying any weapons?"
Me: "yessir"
He didn't even ask to see it. Just asked a couple more questions, sent me on my way with a polite thumbs up.
This stuff isn't complicated if one doesn't make it so.

They do not know! They know the the owner of this car/plate has a cpl, that is all they know. Every day thousands of Police Officers go up to the windows of drivers, not knowing if is a cracked actor, some guy angry with work, the spouse, the neighbor, or it is too warm/cold, etc. Any one may be driving the car which may be stolen and not yet reported. So each time a LEO does a " simple" traffic stop they may be facing a loaded weapon, a mentally disturbed person or intoxicated person. I would believe that a LEO must consider that a possibility each and EVERY stop, or they are going to be behind the curve, which could be fatal. Mi requires notification, but not handling the weapon, Pa never used to require notification, but it may have changed. If it's dark, turn interior light, hands 10 & 2, greet them with respect and do not argue if it was 65 or 66 mph. Be Safe,

So that gets us to why ask. If the officer has any doubt they need to search, and probably will.

I didn't know they tied them together here, but it makes complete sense as its the DOL database. I haven't been asked since I got my CPL. That explains why.

Musta been carrying a revolver since he gave you the shells back.

Ran into a shallow bar ditch trying to get into an unlit hand car wash at night to get the muck of the bottom of my truck after a hard day of duck hunting.
Had a XD40 compact in center console. Was already out of the truck with another truck trying to pull me out when patrolman of the small town stopped by.
Told him of the XD and he retrieved. After visually checking that I was not impaired (he let me wash truck while he was doing paperwork) he handed me my XD, mag and a baggie of (9) .40 HP. Told me it was a nice gun.

As always, this doesn’t apply to criminals. The only people who will inform the police are those who the police have no reason to be afraid of. A 100% useless law.

The last time I was stopped (given a warning for 61 in a 55), there was a Glock tucked between the seats and clearly visible. The Wyoming State Trooper saw it. Told me not to touch it until we were finished. He was somewhat abrupt but professional. I cut them a lot of slack for attitude because his last stop might have been a raging fool, or he responded to a bad accident caused by a speeder.
The MN advice is sound and something I would always do.

I see no reason whatsoever for permits..
...to be linked to vehcle registration records.
Driver licenses, maybe, but no reason for registration linkage.
Why? What if someone else is driving a vehicle registered to you? Family member? Friend? 16 year old daughter/son? Mechanic who is working on your ride?
Dumb...but I shall surely listen to any reason(s) why some think it’s a good idea.
Be safe...be well.

Are you sure it's the car registration the permit is linked to?
I'm not a police officer, so maybe I'm wrong here, but when an officer runs a plate, wouldn't he get the car's registration info, including the registered driver? And wouldn't that driver's license info, including a linked permit, show up as well? So when an officer runs a plate, the permit info isn't coming from the registration, per se, but the driver's license?

Why would DL info...
...return from running the (registration) license plate?
Daresay the majority of vehicles in this country have more than one driver. Heck, I am sole owner of 4 vehicles but occasionally allow others to operate them.
In any event, poster(s) herein said CCW info linked to registration.
Be safe...be well.

In Kentucky, when you plate is run, if you have a CCW license then a second window opens that tells the police the owner of the car has a CCW.
My son was driving a car registered to me. Got pulled over. First question asked was if he had a firearm since he knew the registered owner had a CCW.

AFAIK, in Texas our LTCs (current title, not CHL) are linked to our TDLs. They even have the same picture.

I've been stopped twice for speeding in the last 10+ years of having my Texas CHL/LTC. We are required to produce the LTC at the same time as we give the driver's license.
Both times, the policemen have said "I don't need to see that" with irritation in their voice. And I have replied "nevertheless, by law I am required to show it to you".
