This explains it better. The FBI’s interest is determining that the various sheriff’s departments aren’t misusing electronic criminal record inquiries. Missouri has a very spirited Senate race this year, and the AG is one of the main candidates. So as not to run afoul of rules regarding political discussion, I’ll say no more, except to say it’s a lot of form over function.

In simpler terms:
FBI: Why did you run this fella’s criminal history?
Sheriff: Concealed Carry Permit.
FBI: Prove he applied . . .
Their database, their rules . . .

Got to be very careful about not making a political post.
Wray answers to the Attorney General.The AG,head of the Dept of Justice, is appointed by the POTUS.
The field agents act on lawful orders from their superiors or with their approval.
