I was wondering if someone could help me on this sight. Would it be correct for a prewar outdoorsman? or possibly what other models. Whats the second screw at the rear for ? elevation? 4 digit number stamped into bottom to match revolvers serial number? Any help would be greatly appreciated.

If you mean a 22 OD, maybe. The early ones had an earlier sight. Later ones had that style, assuming that is a K frame sight. It looks rather long, though, so it is probably an N frame sight.
Sooooo, if you mean a 38 OD, yes. I believe they all had two screw sights.

The second (more forward) screw is called a "check elevation screw". Adjust the sight with that one LOOSE- backed out. When done, crank it down to lock the elevation.

That is the last 4 of the serial number of the gun it left town on.
