The chart doesn't list the maker of "VC" headstamped ammo but here is link showing all military headstamp makers

VC Verdun Arsenal, Canada - Under contract to US

The article also lists Lake City as both LA and LC. All the headstamps I have seen from Lake City has been marked LC however since I haven't seen everything, they may have made some ammo headstamped LA

The safe Headstamp date is when "for Sure" no more corrosive primers were used in the manufacture of Military ammo, by the respective manufactures

The dates listed is when each Manufacture begin the change over from Corrosive primers to Non-Corrosive primers.

IE:
RA Remington Arms
30-06 November 1951 RA 52

11-51 is when they change from Corrosive to Non corrosive primers for 30-06 Ammo and the RA 52 headstamped ammo is a "for sure" headstamp that means no left over corrosive primers were used in the manufactured ammo
