I have heard good things about Georgia Arms and Michigan Ammo Company 148 grain HBWC ammo. Do they use Federal primers? At least two of my revolvers need them to be reliable.

They are inexpensive, that's good. But I have ransom rest tested them in two S&W .38s, 686 and M14 and they aren't great for accuracy. Also the only two times I've gotten something hot in my eyes shooting the 686 was shooting GA WC. They spit, at least in that gun and nothing else I've tried does.

Hollow-Base-Wad-Cutters are supposed to be exceptionally accurate bullets for short-range target shooting at medium velocity.
