Ok, the best I can do is between 1976-1980 based on the 70S in the S/N. I got my information from the Blue Book of Gun Values 29th addition.
I believe that your gun may be closer to 1977 since the G70 Suffix S/N's fall into that range with 13901G70 and 45199G70 being manufactured that year. I say this because both the Prefixes 70S(Your S/N) and the 70L are essentially the same as the G70 Suffix S/N's (Confussed?, me too)
A good Colt forum should be able to help some as well....

Also found out about ProofHouse.com They list SN's for Colts, Browning and a few others.
