Let me try to explain. First off, it wasn't the gun control act of 1968 that made this gun "illegal". It was the National Gun Act of 1934 that put this gun into a different category than other guns. This gun is not illegal to own or shoot. It however must be registered with the BATFE and a small fee paid to make it legal to own. Since this gun was manufactured prior to 1934 and is in its original configuration, and does not meet modern requirements, then it must be declared to the BATFE. As stated above, the Judge revolver has a rifled barrel and this is a smoothbore, two entirely different types of guns according to the government.
