Yes they sold them. Did some research to see if they were shipped to individuals direct before 68 and or to stores until the mid 80's when they quit selling firearms.
While doing research I found Sam Walton went to work for JC Pennys in 1940 at Des Moines, Ia. Pennys training seemed to work for him.
I remember sporting goods and guns in their catalogs but their selection was not as large as Sears or Monky Wards.
When they were closing out their reloading supplies in early 80's I bought a bunch of discounted Hercules powder from them. Just used up the final can last year.
