Rumor control suggests that Bill Ruger had the Croations develop it to make the P95 look svelte.
Over on Gunboards the buyers stated that some of the guns appeared brand new. Blueing and machining are said to be very good. Takedown is said to be "interesting". There is a Youtube video that is pretty much mandatory viewing from what I gather.

I think Gun Tests magazine reviewed the gun. It did not get rave reviews, especially as they apparently didn't see the YouTube vid and it took them a long time to break it down. They didn't pan it, but it wasn't an A. You might be able to find it on their website. What does the Google say about it.
(I considered one for a brief moment, but after reading the Gun Tests piece decided I'd spend my money on something else, can't remember what, however.)

PHP is the first Croatian handgun. .....literally that what PHP mean Prvi (first) Hrvatski (Croatian) Pistolet (Pistol). It's a mix of a few designs. I believe Walther and Beretta maybe a little Ruger thrown in. They are a pain to disassemble and resemble. You'll need a few extra hands. It was hastily developed for the war in early 90s. Quality was sporadic and it was quickly replaced by the HS 2000 which later was renamed the XD. They are neat from a collection point. Something unusual and unique that was pressed into service for no other reason than nationalism. However I wouldn't use it as a carry gun

Are you sure you're not thinking of the Polish MAG-98?
