It's probably Belgian mfg. Can tell better with a look at the proof marks on the bottom of the bbl flats and any that are on the action flats also.

'W.Richards' is a fairly common Belgian late 1800s and early 1900s marked sxs. I think they were made by Henri Peiper (sp?) of Leige.
They, the Belgian gun trade,, played on famous Brit names a lot,,in this case Westley Richards & Co.
....But,, there was and still is an old British best gun maker by the trade name of 'W.Richards'.
They still make guns to order or at least their name is on them. They retail more than they build I believe.
W Richards Guns

Looks Belgian to me though,,,

I agree: it's Belgian.

Value depends on condition, as usual. $250 is probably the high end of value.

A good photo of the barrel flats will tell all.

As other have stated this sure looks like a Belgian hardware store gun of lesser quality. The only slightly neat feature is the side lever. Even in the first photo can see the guns barrels are horribly off face and the gun is not safe to shoot.

My opinion is the $250 value is kind. Of course someone may be willing to give that much to toss the old gun on the hearth or in a shadow box as a decoration.

Read this link, one poster actually has a late 1800 report on the W. Richards. I looked at several different links, British marks were found on some, obviously to confuse a buyer.

W. Richards Marked Shotgun, trying to identify age - The DoubleGun BBS @ doublegunshop.com

You can find more by googling W. Richards Belgium double shotguns.

Also you might pull up Belgian and English proof marks to verify matches.

And sometimes you're wrong. I was wrong it isn't Belgian it is English. The proof stamps on the barrels are Birmingham proofs from the period 1855-1904. It still looks to be pretty far gone and is a low grade gun that is ready to sit on a wall somewhere.

I've been googling about it to get more information and found this to be an English one.
