Default Question: Ruger carbine gas piston adjust?

I've disassembled my new Ruger 44 carbine and I have a question about a gas piston part.
It's called a piston blocking plug. It is threaded for what is called a piston plug set screw. Is it a gas impingement adjustment of some kind? If so, how is it adjusted? The set screw is very loose in the plug. Is this normal or is it worn?
Ruger factory manual is no help. Youtube is no help. Rugerforum won't let me register because my email is with hotmail.
Ruger experts please help.

Part #45 is the piston blocking plug.
Part #47 is the piston plug set screw.
