Strange bore fouling
Even though I'm a S&W fan I bought a Ruger LCP II pistol. Cleaned it, took it to the range and fired 50 PMC factory rounds. Worked flawlessly. But... Got it home to clean it and went thru my normal routine: Hoppes 9 with a bore brush, wet patches and a few dry. Looked in the bore and it's covered with "stuff". The stuff also covers the chamber, which I find really strange. Tried Gunslick, JB Bore Bright, and a couple of other solvents. Nothing I've tried touches it. No blue or black when I soak it. Patches are coming out white.
Any thoughts?

Did you see the "stuff" after cleaning it the first time , prior to the first range trip ?
I'm trying to discern if it was there from the factory or deposited from the 50 PMC rounds. A few photo's would help to I.D. the "stuff" .

I've got an original LCP and have shot hundreds of PMC Bronze 90gr FMJ in the black and gold box and haven't noticed anything out of the ordinary. Post some pictures if you get a chance.

With such a precise technical description of the "stuff", I am surprised no one has jumped right in to tell you conclusively what it is. I know, of course, but will let someone else have the pleasure of disclosing it... ;-)

Are you sure the "stuff" isn't lint from the patches?

I've tried to photo it without success. Although it pains me, I'll ask my wife to help out here. I didn't notice the "stuff" on the initial cleaning but I have to admit I don't think I shined a light down the bore.

I don't know why that this thread opening just reminded me of Johnny Carson and his alter ego character of "The Great Karnac". I know there are many talented 'gunnies' on this Forum that with far fewer clues than I would ever require can and do solve quite convincingly most of the "I need help" threads. But, IMHO, this one would in fact need the powers of "The Great Karnac" to even venture a guess that wouldn't embarrass the guesser and/or the management. .......... I mean this in all good humor and is not directed as any sort of criticism of the OP. We all have to start sometime in our endeavor to learn more about our Smith & Wessons. ......

Looks more like a discoloration instead of fouling. Does it function and shoot ok? If so, I'd just shoot it and not worry about it.
If it really bugs you, I'd send it back to Ruger or at least call them.

Stuff the barrel with cotton soaked in KROIL for 48 hours. If it doesn't come clean after that and some brushing and swabbing, you may have a "frosted " barrel.

If it is a "frosted" barrel, I would contact Ruger for replacement. You will need to probably send the entire gun to them.

What is a "frosted" barrel?
Been doing this for 60 years and haven't learned about that yet.

Mild pitting or rough bore is what "Frosting" generally refers to.

Sent it back to Ruger on 1-30-17. Got it back today (2-7-17) with a new barrel. Looking good.

That's great. They are very reliable little guns and Ruger has always been a standup company.
