The banded ramp looks like a Pacific Gun Sight Co from the band contour where it meets the bottom of the ramp edge..
I think maybe the ramp itself has been cut back from a longer length (rifle sight) for better use on the revolver.
Their sights were usually all marked with a small 'PACIFIC' stamp though. Not that the marking couldn't have been removed in some carefull profiling or reworking of the sight for it's current purpose.
They made sights & reloading tools from the 20's into the mid 50's. Then dropped the sight mfg biz and continued w/reloading tools.
Most (all?) of the early front ramps were made to fit 'blade' front inserts w/a cross pin holding the blade into the ramp.
Later ones had a dovetail cut IIRC.
