Has anyone ever made a double action revolver in a single action frame?

Didn't High Standard make a series of .22 western-style DA revolvers back in the 1960's?

Yup, had one. But they were designed as DA/SA from the get go - even though they look more like a SA only.

I think the OP is asking about conversion of revolver designed as an SA only into a DA - either by the factory or by someone in the aftermarket.

the closest thing I can recall other than the 22lr look a likes...
Colt Lightning and Thunderer series in the SAA "style" model 1877

Why yes, yes they did. I have an H&R 49er 9 shot double action/ single action .22 that at least looks like an old single action.
