Two "new to me" holsters!
This one actually is brand new and was made by Neff in Oklahoma for a K frame:
Here it is with a 4" M&P :
#2 is a Lewis Police Special for the Colt Official Police:

What years were the Lewis Police Special holster produced?

I can't cite any authoritative source, but I believe The Lewis Police
Equipment Company started out in about 1939. They were quite
active in the 1940s, 1950s, 1960s, and into the 1970s.
Galco, Safariland, and Bianchi all came in to the market which, I guess,
convinced Lewis to retire.
Joe Friday (Jack Webb) carried and S&W Model 10 with 2" barrel
on Dragnet. It was a clip-on Lewis cross draw.
Malloy on Adam 12 carried his off duty gun, and S&W Model 36, in
a Lewis clip-on cross draw holster.
A picture of my model 10 2" in a Lewis snap on cross-draw is shown
below on the left.
Your Neff holster looks good. I ordered one from him, but was
kinda underwhelmed. Mainly because I ordered for my 4" model 29
and the holster He sent is about 2" longer. Mine in embossed.
Looks like yours is carved. Much better. Mine is shown below

No sooner read than done. Here is the back of the Lewis.
The printing on the loop says: BELT THRU BOTH LOOPS.
Other printing: Made by LEWIS-L.A.CAL.

In many years and buying over 150 holsters I had only sent
one back to maker. It was a very bad fit, and the maker was
quite upset that I would send it back. So, I was reluctant to
send this one back to Neff, but I did, but I also sent some
additional money and explained exactly what I didn't like
about it. His customer relations skills are excellent. He took
my suggestions, made some real good corrections, and turned
it around in about 2 weeks. I did not want to leave a bad
impression from what I said previously in the above quote,
because he took care of it.
Here is the stamped replacement on the left. In center is a
carved Myres 614, far right is tooled basket weave by HC Leather.
(Just for comparison)
