.............here is one with an unusual makers mark.

"General Leather
Industries Inc. "

56 38

Looks to be of a size similar to a Police Positive.
Quick search says this company founded 1928 in a consolidation of 4 Western Saddlery companies, purchased in 1933 by Harpham of Lincoln Neb.

Your explanation of the maker mark makes sense to me. I would suppose by 1928 the automobiles had displaced the horse pretty much, hence the consolidation of the saddle makers. I'm old but not quite old enough to have seen it though.
