The best-known pic of Tom with his holstered Colt SAA 4-4/4" (he had two) shows him carrying on a wide cartridge belt:

For all the talk about a Threepersons holster carrying high on the belt, notice that Tom himself had the belt itself shoved right down on his hip to get the pistol where he wanted it!
It was the Texas Rangers (he was not a Ranger and quite proud of it) who wore the style on a narrow trousers belt, which nevertheless was not worn threaded through the pants loop; it was one of the specifications of Capt J.R. Hughes when it was developed originally as the Brill. In the Rangers case the set was worn just below the trousers belt.
His original holster (it is in my collection) accommodates a 2-1/2" wide Heiser unlined cartridge belt, because the leather in the holster is quite soft and forgiving so even the cartridge loops pass through it (as in Tom's pic).
